Job Summary
- Under general direction, responsible for the engineering, coordination, administration and project management of electric utility projects including residential, commercial, and industrial new developments and Capital Improvement Plan (CIP) projects.

Responsibilities
- Graduate Electrical Engineer may provide training, guidance, leadership, and direction to less experienced staff members. May assume the duties and responsibilities of higher-level engineering staff as needed. Coordinates all phases of engineering duties within the electrical utility system, including but not limited to preparing, reviewing, and interpreting project designs, plans, equipment overhauls, material specifications, engineering estimates, and procurement solicitations. Manages projects from start to finish, and coordinates projects with other departments, consultants, engineering firms, and/or contractors involved and assigned to the design, operation, construction, and repair of electric utility systems.

Completes pole loading analysis simulations and engineering designs for pole replacement/strengthening for new developments and CIP projects. Develops, maintains, and archives accurate records and documentation of new developments and CIP projects. Assists in the development and implementation of technical specifications, standards, and procedures to ensure compliance with applicable laws, regulations, codes, and standards. Troubleshoots, maintains, and evaluates process/systems performance and efficiency, and recommends engineering solutions.

Prepares written documents such as memos, reports, inter-office correspondence, letters of transmittal, document approval summaries (DAS), Contribution In Aid of Construction (CIAC) letters, etc. Completes other job duties as assigned.

Knowledge, Skills, and Abilities
- Knowledge of engineering principles and practices. Knowledge of design and operation of new and upgraded electric utility systems and associated equipment. Knowledge of pole loading analysis (PLA) software. Knowledge of National Electrical Codes. Knowledge of legal land descriptions. Knowledge of principles of supervision. Knowledge to operate Auto-Cad and appropriate engineering and business software. Skills to conceptualize engineering problems and design effective solutions.

Skills to define problems, collect data, establish facts, and draw valid conclusions. Skills to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Skills to develop a safe, effective, efficient, timely, and operable electric utility system to provide service and meet customer needs and customers' future needs. Skills to supervise the work of others.

Skills to apply mathematical concepts such as statistical analysis, exponents, logarithms, quadratic equations, and permutations. Skills to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis. Skills to effectively present information to management, public groups, and/or board of directors. Bilingual (English/Spanish) communication skills are preferred.

Ability to read, analyze, and interpret common scientific and technical journals, system studies, financial reports, performance evaluations, policy and procedure, governmental rules and regulations, and legal documents. Ability to ensure electric utility system designs comply with applicable codes, standards, and regulations. Ability to attend conferences, public hearings, and general meetings for an extended period of time which may include periodic out-of-town travel.

Ability to exercise sound judgment in routine and emergency situations. Ability to write clear, concise reports. Ability to understand safety rules and regulations and work safely. Ability to handle inquiries or complaints from consumers, agencies, management, and business representatives, and to work cooperatively with staff and stakeholders. Ability to track project schedules and budgets. Ability to maintain knowledge of emerging trends and industry best practices.

Ability to work independently on assignments and projects. Ability to perform field inspections and document findings.

Education & Experience Requirements
- Bachelor's Degree from an accredited university with a major in Electrical Engineering or a closely related field from an Accreditation Board for Engineering & Technology (ABET) accredited university program. Some experience in electric utility engineering or related areas is preferred.
