THE ROLE
The Senior Manager, Training, leads operational training delivery, competency assessment execution, and qualification program management at the Rio Grande LNG facility. This role serves as the primary site-based training leader, managing operational logistics, coordinating cross-functional partnerships, and ensuring effective implementation of Next Decade's Competency Assurance Management System (CAMS) across all three pillars:
Competency Management, Training Management, and Qualification Management. The Sr. Manager supervises Competency Assessors, coordinates with EPC contractors, and partners with operations teams to support the transition from pre-operations to operational readiness while ensuring regulatory compliance.

KEY RESPONSIBILITIES- Provide direct supervision, performance management, and professional development for the Competency Assessors
- Oversee day-to-day training operations, ensuring delivery aligns with operational schedules, workforce availability, and facility readiness milestones
- Coordinate training logistics, including facility scheduling, equipment access, and instructor availability for CSU and ongoing operational training
- Monitor training compliance metrics, identify at-risk personnel, and coordinate intervention strategies with operations supervisors
- Validate operational feasibility of training programs for effective field execution
- Oversee qualification program execution, ensuring compliance with regulatory requirements for personnel authorization to perform safety-critical and regulated work
- Manage qualification assessment scheduling, including knowledge assessments, practical evaluations, and performance-based testing
- Monitor qualification status and requalification cycles, proactively identifying expiring qualifications and coordinating renewal assessments
- Ensure qualification records maintain audit readiness and meet regulatory documentation requirements
- Validate assessors conducting qualification evaluations meet assessor qualification requirements
- Own the assessment for all competency assessments, qualification evaluations, and OJT progression activities
- Plan and manage competency assessment cycles, including self-assessment periods, cross-assessment timing, and development plan finalization deadlines
- Coordinate assessor workload distribution, ensuring balanced assignment
- Interface with operations leadership to balance assessment activities with operational priorities while maintaining quality
- Monitor assessment completion rates and adjust schedules proactively to address delays, resource constraints, or operational changes
- Serve as primary training and qualification interface for Brownsville operations
- Translate CAMS framework concepts into practical, operations-friendly language
- Build assessor capability in assessment execution, feedback delivery, documentation standards, and stakeholder communication through coaching and mentoring
- Foster team collaboration, knowledge sharing, and consistent assessment and qualification practices
- Bachelor's degree in Business, Industrial Technology, Engineering, Human Resources, Education, or related field or, a minimum of 12 years progressive related experience in lieu of a Bachelor's degree
- 8+ years of experience in training and development, with at least 5 years in leadership roles managing training operations or competency assessment programs
- Experience in heavy industry, oil and gas, chemical processing, power generation, or similar regulated, high-hazard operational environments
- Demonstrated experience implementing competency-based training systems or competency assessment programs
- Experience managing direct reports, including assessors, training specialists, or similar roles
- Experience coordinating with external training contractors or third-party training providers
- Experience with Learning Management Systems (LMS) and Competency Management Systems (CMS)
