Job Summary
- Under general supervision, performs manual labor and skilled work in the construction of water and wastewater systems.
Responsibilities
- Utility Technician operates equipment (light trucks or other mechanized equipment) in the construction of water and wastewater systems. Works building forms, pouring, and finishing concrete and laying utility pipes (various types and sizes). Repairs broken pipes (various types and sizes), opens clogged sewer lines, and cleans sanitary sewer manholes. Assists in back filling construction ditches and loading materials onto trucks.
Assists in placing concrete and fiberglass sanitary sewer manholes. Makes repairs on water and wastewater lines and services. Assists with survey transit level and elevation rod. Works shift schedule and on-call and call-out duty as needed (including nights, weekends, and holidays). Completes other job duties as assigned.
Knowledge, Skills, and Abilities
- Utility Technician knowledge of the maintenance, installation, and repair of all water and wastewater accessories. Knowledge of occupational hazards and necessary safety precautions applicable to water/wastewater accessories and repair work. Skill in operating power tools and heavy equipment such as backhoes, dump trucks, and other public utilities water system vehicles. Communications skills (both oral and written) required in English, Bilingual in English and Spanish preferred.
Computer skills using Microsoft Office programs. Ability to use, maintain and care for tools and equipment necessary to perform various water and wastewater repair tasks. Ability to establish and maintain effective working relationships with coworkers, general public, private consulting, and construction firms.
Education & Experience Requirements
- Utility Technician High School Diploma, GED or U.S. Equivalency report required and two (2) years' experience in laboring work including working with heavy tools and construction equipment used in maintenance, repair, or utility construction work.
Certificates, Licenses, Registrations
- Utility Technician requires a valid Texas Commercial Driver License Class B or receipt of a valid Texas Commercial Driver License Class B within 90 days of relocation to Texas and a safe driving record, as measured by company policy.

- The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Must be able to lift a minimum of 80lbs., to a 3-foot height when required. Ability to perform manual tasks involving physical strength and endurance under variable weather conditions.
Must be able to climb in and out of construction sites and walk and bend continuously. Must be able to work under adverse weather conditions including, but not limited to, sunshine, rain, sleet, and 20 to 110-degree Fahrenheit temperature extremes. Must be able to work under adverse ambient conditions including, but not limited to, confined spaces (i.e. manholes and vaults), water, mud, sewage, wind, and dust.
Employees assigned to the W/WW Operations Division must pass the annual fit test requirements for use of a self-contained breathing apparatus and/or a respirator.
