Job Summary
- Performs supervisory work in the operations of various departments associated with public utilities projects of varying scope and complexity.

Responsibilities
- Plans and schedules work and assists personnel with the installation, testing, maintenance, and repair of equipment and system components, ensuring technical accuracy. Supervises construction, maintenance, and repair of water, sewer, and electric facilities in accordance with established policies and procedures. Plans and lays out work of subordinates on the job; estimates material and equipment needs; keeps work, time and material records and logs, and creates reports on work performed and activities.

Assigns individual team members to their respective shifts and reassigns personnel as required to minimize overtime or compensate for personnel shortages. Reviews all operating data for the previous 24 hours and reports any deficiencies to assigned supervisor. Directs maintenance through work orders to correct operating deficiencies and reports all deficiencies. Inspects and assesses the department's facility condition, prioritizes, and then schedules the workload.

Installs, replaces, and repairs high-pressure water, steam, or gas lines in accordance with American Society of Mechanical Engineers (ASME) and American Water Standards (AWS). Places requisitions necessary for equipment and materials to perform the daily tasks. Observes all safety procedures and environmental directives and ensures that safety precautions for the crew and public are enforced. May be required to work other than the regular daytime schedule due to the nature of the work.

Certain assignments may be required to work shift schedule and on-call and call-out duty as needed (including nights, weekends, and holidays). Completes other job duties as assigned.

Supervisory Responsibilities
- Plans, directs, and supervises the activities, schedules, and work for all subordinate personnel. Provides training, guidance, and assistance to departmental staff. May assume the duties and responsibilities of a Foreman in their absence or as assigned.

Knowledge, Skills, and Abilities
- Knowledge important to perform the functions of the job include:
Knowledge of the operating principles, practices, and maintenance of dredging, pumping equipment, and machinery. Knowledge of the materials, methods, and equipment used in public utilities activities. Knowledge of the occupational hazards and safety precautions of the work. Skills important to perform the functions of the job include:
Communication skills in English (both oral and written). Computer skills working with Microsoft Office programs (Excel, Word, Outlook, and PowerPoint). Abilities important to perform the functions of the job include:
Ability to exercise considerable independent judgment and initiative in the performance of work and in correcting certain problem situations. Must be able to understand, interpret, and communicate effectively in English with the public and explain difficult situations as required by work activities. Ability to read equipment or construction plans, specifications, drawings, diagrams, or schematics. Ability to understand oral and written instructions and procedures in English.

Ability to prepare reports. Ability to continuously work on improving own knowledge and skills. Ability to complete assigned duties and functions in a safe, timely, and effective manner. Ability to inspect machinery and mechanical equipment.

Education & Experience Requirements
- High School Diploma or GED or U.S. Equivalency report required and five (5) years of progressively responsible experience in the installation, maintenance, and repair of electrical, water or wastewater systems.

Certificates, Licenses, Registrations
- Requires a valid Texas Commercial Class B Drivers' License or receipt of a valid Texas Commercial Driver's License Class B within 90 days of relocation and a safe driving record as measured by company policy. Must be able to obtain a Tank Endorsement within one (1) year of obtaining the position. Required to hold or be able to obtain, within two (2) years of appointment, a Wastewater Collection I or Water Distribution Operator C certifications issued by the Texas Commission on Environmental Quality (TCEQ).
