The Technical College System of Georgia (TCSG) is seeking highly qualified applicants for their full-time Foreign Labor Certification Housing Inspector position in the Office of Workforce Development. The Housing Inspector plays a vital role in the Office of Foreign Labor Certification, responsible for providing customer service and guidance to agricultural employers. The main activity in this position will be to conduct housing inspections for H2A employers.

The incumbent will conduct inspections, assess living conditions, and verify adherence to housing regulations as per federal guidelines. Individuals will also conduct a variety of WIOA Title III Wagner‑Peyser duties. The position requires access to a vehicle and constant travel.

RESPONSIBILITIES
  • Conduct Housing Inspections for H2A Employers:
    Visit and inspect housing facilities provided by employers to foreign workers to ensure that the housing assured by the employer is either available and meets the applicable housing standards or has been approved for conditional access to the clearance system.
  • Evaluate Housing

    Conditions:

    Assess the condition, safety, and adequacy of housing units, including amenities, sanitation, safety features, and overall living conditions.
  • Documentation and Reporting:
    Document inspection findings, prepare detailed reports, and maintain accurate records of housing inspections, noting any deficiencies or violations.
  • Coordinate Housing Inspection:
    Maintain and schedule housing inspections.
  • Communication and

    Collaboration:

    Collaborate with employers, government agencies, and stakeholders to address housing compliance issues, provide guidance on regulations, and offer recommendations for corrective actions.
  • Policy Compliance:
    Stay updated with federal, state, and local housing regulations and ensure adherence to these standards as it relates to Foreign Labor Certification and housing requirements.
  • Programmatic Support:
    Evaluate policies, standards, and procedures to develop improved working processes.
  • Training and Guidance:
    Provide guidance and training to employers and stakeholders on housing compliance requirements and best practices.
  • Flexibility:
    Be able to work on short and tight deadlines.
  • Travel:
    Travel to housing inspections and events across the State as needed.
  • Conduct Wage Surveys:
    During low season periods for FLC housing inspections, inspectors will collect, analyze, and compile data in order to complete prevailing wage and practice surveys to be reported to USDOL.
  • Provision of General Employment Services:
    When needed, assist with the provision of WIOA Title III employment services to include, but not limited to:
    • Staffing call center
    • Working Work Source Georgia queues
    • Providing customer support in completing Wagner‑Peyser applications
    • Assisting in translation services for customers in Career Centers or being serviced virtually
    • Staffing virtual service queues for Employment Services
    • Processing and handling violations
  • Performs other duties as assigned.
MINIMUM QUALIFICATIONS

High school diploma or its equivalent and two years of experience in a related field or an Associate’s degree.

PREFERRED QUALIFICATIONS
  • Experience in housing inspection, code enforcement, or related fields may be preferred.
  • Knowledge of housing standards, building codes, safety regulations, and related laws.
  • Proficiency in using inspection tools, technology, and job-related software for reporting and documentation.
  • General knowledge of WIOA Title III Wager‑Peyser services.
