Job Summary

His position performs routine and preliminary field inspections and verification activities in support of Licensing and Compliance Department operations. The position conducts fact-gathering, documentation, and site verification activities related to licensing, occupation tax compliance, residential solid waste billing, and short-term rental compliance.

Major Duties
  • Conducts routine and preliminary field inspections and site verifications for Licensing and Compliance operations.
  • Verifies residential solid waste billing information, including vacant lots, commercial service needs, mobile home locations, uninhabitable structures, and the presence or absence of trash carts.
  • Conducts on‑site verification for alcohol licensing applications, including verification of sales types, square footage, and required signage postings.
  • Verifies business locations and conducts preliminary occupation tax compliance inspections prior to referral for enforcement action.
  • Conducts preliminary short‑term rental compliance inspections, including verification of parking spaces and other requirements visible from the public right‑of‑way.
  • Performs preliminary site visits for non‑compliant properties prior to referral to Code Enforcement Officers for citation or enforcement action.
  • Documents inspection findings through photographs, written reports, notes, and electronic records.
  • Maintains accurate inspection records and uploads documentation into department software systems.
  • Coordinates with Code Enforcement Officers and department staff regarding inspection findings and referrals requiring enforcement action.
  • Responds to requests for field verification and inspection assistance from department staff.
  • Communicates professionally with property owners, business owners, contractors, and members of the public regarding inspection‑related matters.
  • Assists with tracking and monitoring inspection requests and follow‑up activities.
  • Operates a county vehicle in the performance of duties.
  • Performs related duties.
Knowledge Required
  • Knowledge of county ordinances and department policies related to licensing, occupation tax, short‑term rentals, and solid waste billing.
  • Knowledge of inspection and field verification principles and practices.
  • Knowledge of computers and job‑related software programs.
  • Knowledge of geographic areas and roadways within the county.
  • Skill in observing and documenting site conditions accurately.

Supervisory Controls

The Licensing and Compliance Director assigns work in terms of department goals and objectives. The supervisor reviews work through reports, conferences, and observation of department activities.

Guidelines

Guidelines include county ordinances, department policies and procedures, licensing regulations, inspection procedures, and applicable state and local laws. These guidelines require judgment, selection, and interpretation in application.

Complexity & Scope of Work

The work consists of varied inspection, verification, and documentation duties. Frequent field work, changing priorities, and the need for accuracy contribute to the complexity of the position. The purpose of this position is to conduct routine and preliminary inspections and field verification activities in support of Licensing and Compliance operations. Successful performance contributes to improved efficiency, consistency, and timeliness of compliance and enforcement activities.
