Position: OPERATIONS DIVISION MANAGER - PUBLIC WORKS

JOB SUMMARY

This position is responsible for managing the department’s operations division functions, including streets and drainage maintenance, traffic operations, and right-of-way maintenance.

MAJOR DUTIES
  • Directs, plans, coordinates, and inspects the department’s streets and drainage system maintenance, traffic operations and maintenance, and right-of-way maintenance functions.

  • Trains, assigns, directs, supervises, evaluates, coaches, and disciplines division personnel.

  • Manages division operating and capital budgets; monitors expenditures under the current budget; ensures the most cost-effective and policy-compliant use of resources.

  • Manages in-house and contracted infrastructure maintenance and repair projects; prepares scopes of work, bid invitations, and project cost estimates; oversees the work of contractors to ensure compliance with contract requirements; inspects work in progress and upon completion.

  • Provides investigations, response, and resolution of citizen-reported issues. Frequent contact with citizens.

  • Oversees division procurement processes.

  • Develops short and long-range plans for the division, including both major and minor infrastructure construction, repair, and maintenance projects. Routinely visits staff in the field to investigate and inspect work and complaints from citizens.

  • Prepares a variety of regular and special reports, including operations and cost reports.

  • Leads Public Works field response during tropical weather events and other emergency events the department responds to. Additionally, this includes debris removal.

  • Performs other related duties.

KNOWLEDGE REQUIRED BY THE POSITION
  • Knowledge of road, drainage systems, traffic control, traffic operations and maintenance, and right-of-way maintenance principles.

  • Knowledge of infrastructure construction and repair principles.

  • Knowledge of local, state, and federal guidelines related to roads, stormwater management, traffic safety, and public rights-of-way.

  • Knowledge of county procurement processes.

  • Knowledge of project management principles.

  • Knowledge of budget management principles.

  • Knowledge of computers and job-related software programs.

  • Skill in management and supervision.

  • Skill in problem solving.

  • Skill in prioritizing and planning.

  • Skill in interpersonal relations.

  • Skill in oral and written communication.

SUPERVISORY CONTROLS

The Public Works Director assigns work in terms of division goals and objectives. The supervisor reviews work through conferences, reports, and observation of division activities.

GUIDELINES

Guidelines include relevant state and federal laws, state Department of Transportation regulations, Federal Highway Administration guidelines, the Manual on Uniform Traffic Control Devices, the Georgia Stormwater Manual, the Glynn County Stormwater Design Manual, county ordinances, and county and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK
  • The work consists of varied management, supervisory, technical, and administrative duties. The variety of tasks to be managed contributes to the work's complexity.

  • The purpose of this position is to manage the department’s streets and drainage, traffic operations, and right-of-way maintenance. Successful performance helps ensure the effective and efficient operation of the department and affects the quality of life for county residents and visitors.

  • Contacts are typically with elected and appointed officials, department personnel, other county employees, contractors, vendors, engineers, planners, representatives of state and federal agencies, and members of the general public.
