Job Summary

Operating under broad guidelines from the Town Manager and in accordance with established policies and procedures, this Senior Management position serves as the Town’s Chief Financial Officer. Providing strategic financial leadership, ensuring the integrity and transparency of financial operations, and serving as a key advisor to the Town Manager. Responsible for securing the Town’s financial resources; ensuring they are properly employed, accounted for, and safeguarded.

Assisting, advising, and making recommendations to the Town Manager and Town Council as appropriate; and representing Town Administration to the public. Serves as Treasurer and Tax Collector.

Key Responsibilities Strategic Leadership & Financial Planning
  • Advise the Town Manager and Council on financial strategy, policy, and long-term sustainability
  • Lead capital planning, forecasting, and financial modeling to support organizational priorities
  • Evaluate financial risks and recommend proactive, data-informed solutions
  • Support labor negotiations through financial analysis and cost projections
Financial Oversight, Audit & Controls
  • Lead the annual audit process, ensuring accuracy, readiness, and resolution of findings
  • Establish and maintain strong internal controls, financial policies, and compliance with GAAP
  • Oversee all core financial functions, including accounting, treasury, debt, payroll, and revenue collection
  • Maintain a hands-on understanding of financial systems and data, stepping into detail as needed
Financial Analysis & Reporting
  • Conduct and oversee complex financial analysis to inform decision-making and policy development
  • Prepare and present financial reports, including ACFR and PAFR
  • Monitor budgets, revenues, and expenditures to ensure fiscal discipline
  • Oversee financial reporting and compliance for state and federal grants
Operations & Team Leadership
  • Lead and develop Finance and Tax Department staff, including hiring, performance management, and coaching
  • Foster a culture of accountability, accuracy, and service
  • Ensure efficient, effective day-to-day financial operations
Systems, Risk, & Process Improvement
  • Partner with IT to optimize financial systems and implement process improvements
  • Oversee risk management and insurance programs
  • Manage investments, cash flow, and debt financing activities
Public Engagement & Representation
  • Present financial information to Town Council, committees, and the public with clarity and confidence
  • Serve as a key point of contact for financial inquiries from stakeholders, including residents and media
  • Represent the Town in a professional and credible manner across public forums
Qualifications
  • Bachelor’s degree in Accounting, Finance, or related field required; advanced degree preferred
  • 7–10+ years of progressively responsible experience in municipal or governmental finance, including leadership responsibility
  • Demonstrated expertise in audit, internal controls, and financial operations
  • Strong background in financial analysis, forecasting, and strategic planning
  • Experience presenting to boards, councils, or public audiences
  • Knowledge of GAAP and governmental accounting standards
  • Certification as a Public Finance Officer (or similar) preferred
