Description

The EHS Manager leads all environmental, health, and safety functions at the facility in partnership with United Steelworkers (USW) represented employees and leadership. This role ensures compliance with OSHA, EPA, DOT, and applicable state and local regulations while supporting a strong labor-management safety culture consistent with the collective bargaining agreement. The EHS Manager serves as the site authority for safety and environmental compliance and as the primary management representative during regulatory inspections, audits, and investigations.

Key Responsibilities & Accountabilities

Leadership, Labor Relations & Regulatory Compliance

  • Report to the VP of Operations and serve as the facility’s designated management representative for OSHA, EPA, and other regulatory inspections, audits, and enforcement actions.
  • Work collaboratively with USW Local leadership, safety representatives, and joint labor-management safety committees.
  • Interpret and apply safety-related provisions of the USW collective bargaining agreement while maintaining regulatory compliance.
  • Exercise stop-work authority when safety or environmental compliance is at risk, in accordance with company policy and the collective bargaining agreement.
  • Foster transparency, trust, and consistent communication with represented employees regarding safety expectations, hazards, and corrective actions.

Environmental Compliance (EPA & RCRA)

  • Manage all environmental permits, records, reports, and regulatory correspondence.
  • Renew, modify, and maintain air permits; prepare and submit applications and supporting documentation.
  • Track and calculate monthly VOC and HAP emissions to ensure compliance with permit limits.
  • Prepare, submit, and maintain required environmental reports, including:
    • Fee Emissions Reports
    • Tier II Chemical Inventory Reports (312)
    • Toxic Release Inventory (TRI – Form R / 313)
    • Permit Evaluation Reports (PER)
    • Industrial Recycling Reports
    • Quarterly deviation reports
  • Ensure compliance with RCRA Large Quantity Generator (LQG) requirements, including bi-annual reporting and 90-day hazardous waste storage limits.
  • Oversee hazardous waste handling, labeling, storage, documentation, and off-site disposal.
  • Ensure hazardous waste shipping manifests and documentation are accurate and complete; maintain DOT Hazardous Materials training compliance.

Safety & Health Programs (OSHA 29 CFR 1910)

  • Develop, implement, and maintain workplace safety and health programs in compliance with OSHA General Industry standards.
  • Lead incident investigations, root cause analysis, and corrective/preventive actions, involving USW safety representatives as appropriate.
  • Ensure all required safety training is completed annually plantwide and during new-hire orientation, consistent with the collective bargaining agreement.
  • Maintain SDS systems and Hazard Communication compliance.
  • Plan and lead the annual Safety Day and support ongoing safety engagement initiatives.

Operational Support & Collaboration

  • Partner with Operations, Maintenance, Engineering, supervisors, USW stewards, and hourly employees to identify hazards and implement effective controls.
  • Monitor daily lithography product usage for accuracy and environmental compliance.
  • Maintain daily permit deviation logs and required regulatory records.
  • Provide technical guidance and regulatory support to all departments.
  • Maintain confidentiality in all corporate, labor-relations, and employee matters.

Additional Responsibilities

  • Participate in joint labor-management safety initiatives and special projects as assigned.
  • Comply with all corporate policies, procedures, and applicable collective bargaining agreements.
  • Perform other duties consistent with the role as assigned.

Requirements

Education

  • Bachelor’s degree in Environmental Health & Safety, Environmental Science, Occupational Safety, Industrial Hygiene, Engineering, or a related field preferred, may consider equivalent years experience.

Experience

  • 5–8 years of EHS experience in a manufacturing environment, preferably in a USW-represented facility.
  • 3+ years serving as the primary site EHS lead or manager.
  • Demonstrated experience working within USW or similar industrial union environments.
  • Hands-on experience with:
    • EPA air permitting and emissions tracking
    • VOC/HAP calculations and reporting
    • RCRA hazardous waste management (LQG)
    • TRI, Tier II, and deviation reporting
    • OSHA 29 CFR 1910 compliance programs
    • Regulatory inspections, audits, and enforcement actions
Preferred Certifications
  • CSP, CHMM, or CIH
  • OSHA 30-Hour General Industry
  • DOT Hazardous Materials Training (required or ability to obtain within 90 days)
Knowledge, Skills & Competencies
  • Strong working knowledge of OSHA, EPA, RCRA, and DOT regulations.
  • Understanding of USW labor-management structures, joint safety committees, and steward engagement.
  • Ability to interpret blueprints, process flows, and manufacturing operations.
  • Strong analytical, organizational, and documentation skills.
