Position: Deputy City Marshal

Job Summary

Under direction from the Supervising City Marshal, this position serves warrants, subpoenas, and writs out of the Bryan Municipal Court and performs duties as bailiff during court sessions.

Essential Job Functions
  • Serve arrest warrants, subpoenas, and various misdemeanor writs issued by the Municipal Court.
  • Research the location of wanted persons utilizing computer systems, law enforcement directories, and business establishments.
  • Conduct warrant checks prior to service, notify defendants of active warrants, and advise payment of fines/fees to avoid arrest.
  • Apprehend, arrest, and maintain custody of offenders; safely and securely transport offenders to jail, court, medical facilities, and other designated locations.
  • Prepare reports and process all paperwork related to serving and clearing warrants.
  • Collect fines and/or receive cash bonds.
  • Serve as court bailiff and perform related duties; escort defendants before judge in person or via video arraignment; ensure safety and security of courtroom and trial participants.
  • Exercise independent judgment regarding reasonable suspicion, probable cause, and appropriate force.
  • Operate assigned patrol vehicles; handle emergency and pursuit situations with due care and caution.
  • Demonstrate weapons proficiency per certification standards; load, unload, aim, and fire assigned weapon from multiple positions and under stress.
  • Carry, wear, and transport weapons, handcuffs, uniforms, and other equipment as prescribed by department policy.
  • Communicate effectively over law enforcement radio channels while initiating and responding to radio communications.
  • Perform related duties as required.
  • Respond regularly and promptly to work.
Minimum Qualifications
  • High School Diploma or GED, plus additional training or education equivalent to an Associate’s degree.
  • Graduate of Texas Basic Law Enforcement Academy.
  • Minimum of four (4) years of experience as a Marshal, Warrant Officer, or Patrol Officer with a Texas municipal court or police department, or equivalent.
  • If applicable, discharge from military service must be honorable.
  • Good moral character, stable employment record, and no history of conduct that may affect suitability for law enforcement work.
  • No felony or Class A misdemeanor convictions; no Class B misdemeanor convictions within the past ten (10) years.
Knowledge, Skills & Abilities
  • Knowledge of arrest procedures, Texas Penal Code, Transportation, Education, Alcohol Beverage, City Ordinances, Health & Safety Codes, and the Code of Criminal Procedure.
  • Knowledge of court operations and decorum.
  • Ability to use all tools and equipment appropriate to job responsibilities.
  • Ability to work independently, maintain a professional demeanor, and respond quickly to written and verbal instructions.
  • Ability to perform job functions calmly, fairly, and with respect for individual rights.
  • Ability to resolve conflict or danger situations and plan, organize, and manage time effectively.
  • Ability to safely operate departmental vehicles and prepare accurate reports.
  • Ability to interpret and apply federal, state, and local policies, procedures, laws, and regulations.
  • Ability to maintain confidentiality and work under stress while remaining alert to hazards.
  • Ability to abide by City and department directives, policies, procedures, rules, and regulations.
  • Ability to demonstrate satisfactory work performance and reliable attendance.
  • Ability to provide management with sound advice and information regarding responsibilities.
  • Ability to establish and maintain cooperative working relationships with colleagues and the public.
Skills
  • Strong computer skills, including proficiency with Microsoft Office (Word, Excel, Outlook) and ability to learn other job-specific programs.

Licenses, Certifications &

Special Requirements
  • Valid Texas driver’s license with a good driving record.
  • Active basic peace officer certification from the Texas Commission on Law Enforcement (TCOLE).
  • Current Court Security Specialist Certification from TCOLE, or the ability to obtain certification within one (1) year from hire.
Applicant Disqualifiers
  • Application of Class A misdemeanor (or equivalent) within the past ten (10) years, or any conduct deemed unsuitable for employment.
  • Application of DWI/BWI/FDWI/DUI within the past five (5) years.
Physical Demands

Physical demands include sitting, talking, hearing, seeing, standing, walking, driving, bending, reaching, twisting, pushing, pulling, using hands and fingers to operate office equipment and machines, and occasionally lifting and/or moving objects up to 50 pounds.

Working Conditions

Work environment alternates between office, field, and courtroom. Incumbents may be exposed to extreme weather, hostile individuals, and may work evening, weekend, and holiday shifts.

Equipment

Work includes firearms, restraint devices, telephone, radio, computer, printer, fax, copier, scanner, and patrol vehicle.
