General Description

The Texas Division of Emergency Management (TDEM) is an emergency response entity. The coordinator provides senior‑level consultative services and technical assistance to program staff, governmental agencies, community organizations, and the general public. The role requires marketing, engagement, recruitment, training, and evaluation of the Incident Support Task Force (ISTF) contract program. Availability for after‑hours and weekend work, as well as the ability to deploy from the duty station for extended periods post‑disaster with minimal rest, is required.

Job Duties and Responsibilities
  • Serve as the primary regional coordinator for identification, training, and development of local ISTF contract members (formerly TEMAT members).
  • Coordinate and deliver emergency management and disaster programs and training with ISTF contract members, local governments, emergency response organizations, regional organizations, state agencies, volunteer groups, and private industry.
  • Advise and assist local officials with ISTF programs, verification of information, development or revision of standard operating procedures, and other disaster assistance.
  • Facilitate, participate in, or observe local, state, and federal emergency exercises representing TDEM, the ISTF, and the state.
  • Assist ISTF Division, Region, and local emergency management with verification and identification of capabilities or facilities for disaster recovery (e.g., public shelters, reception centers, volunteer centers, donation centers).
  • Brief appropriate ISTF contract members and officials during an emergency and throughout the recovery phase.
  • Coordinate activities with deployed ISTF contract members and operate in a Disaster District Emergency Operations Center (DDEOC) or the State Operations Center (SOC) for disaster recovery efforts.
  • Support local jurisdictions in establishing regional or COG‑level support teams (LEPC, Regional Planning & Exercise Committees, Community Organizations Active in Disaster, etc.).
  • Provide liaison support between TDEM, ISTF contract members, local emergency management, local officials, volunteer group representatives, federal agency representatives, and other potential disaster responders.
  • Serve as a field training officer in coordination with the Regional Val, providing expertise in disaster accounting, social media, debris management, donation management, volunteer management, and more; mentor ISTF contract members, TDEM staff, and others.
  • Assist in training and gathering of data for initial damage surveys and needs assessments for disasters; prepare situational awareness reports ranging from free‑text reports to detailed Disaster Summary Outlines.
  • Maintain a regular course of attendance during the assigned work schedule and work extended hours as needed, including after‑hours and weekend work.
  • Travel as required (approximately 60%) and drive a vehicle.
Minimum Qualifications
  • Bachelor’s degree in a related field from an accredited four‑year college or university, or an equivalent combination of education and experience.
  • Two (2) years of related experience in program development.
Preferred Qualifications
  • Progressively responsible technical experience in an administrative or planning capacity for an industrial, federal, state, local government, or nonprofit organization.
  • Disaster response/recovery experience in a real‑world event in a leadership position with a local government entity or established volunteer organization.
  • Advanced degree may be substituted for additional work experience on a year‑for‑year basis (30 semester hours equates to one year of experience).
Knowledge, Skills, and Abilities
  • Poise, tact, diplomacy, and the ability to maintain effective professional relationships with external and internal customers.
