Description
Job Summary:
Responsible for directing and integrating all Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) and Family & Community Engagement operations to ensure recruitment, enrollment, and ongoing engagement of eligible families in accordance with Head Start Performance Standards. This position provides leadership, supervision, compliance oversight, and data-driven decision-making to support program outcomes.
- Direct and oversee eligibility, recruitment, selection, enrollment, and attendance activities in compliance with 45 CFR 1302.12–1302.16.
- Lead and coordinate Family & Community Engagement systems and community partnerships in accordance with 45 CFR 1302.50–1302.53.
- Supervise Family Advocates and ensure accurate intake, eligibility determination, and applicant data entry by center staff.
- Monitor, audit, and validate ERSEA and family engagement data to ensure accuracy, integrity, and regulatory compliance.
- Supervise and collaborate with the ERSEA/Data Clerk to ensure quality assurance, reporting accuracy, and data integrity.
- Provide training and technical assistance to staff and families on ERSEA processes, eligibility requirements, and engagement strategies.
- Analyze community assessment data to inform recruitment planning, service area needs, and partnership development.
- Prepare, review, and present required reports to the Office of Head Start, Policy Council, and Governing Board.
- Participate in monitoring reviews, audits, self-assessments, and continuous quality improvement activities.

This position meets the criteria for exempt status under the Fair Labor Standards Act as an administrative/professional role. The position exercises independent judgment, manages program systems, supervises staff, analyzes data, and ensures regulatory compliance in support of Head Start program operations.
Brand Ambassador Standard (Essential Function)All staff serve as brand ambassadors for BVCAP Head Start / Early Head Start. Every interaction with children, families, staff, partners, and community members must be friendly, welcoming, respectful, and trauma-informed. Communication is expected to be professional, timely, and courteous across all channels, including phone, email, written correspondence, and in-person interactions.
RequirementsQualifications and Requirements:
- Bachelor’s degree in Human Services, Social Work, Education, or a related field required
- Minimum of three (3) years of experience in Head Start ERSEA and/or Family & Community Engagement required.
- Demonstrated experience in staff supervision, data systems, compliance monitoring, and community partnerships.
- Bilingual (English/Spanish) preferred
