This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.
NATURE OF WORKUnder the direction of the Board of Supervisors (BOS), the County Engineer is the custodian of records and property of the county relating to surveying, engineering and road construction, and has charge of all highways, other engineering construction and improvements, alterations and repairs to county property, and creates surveys, maps, plans and specifications required by the BOS. this position is also appointed as chief engineer and general manager of the Flood Control District.
(A.R.S. § 48‑3603(C) (14).; the employment relationship of the incumbent in this position is “at will” and as such, the employee may be terminated at any time, for any reason, with or without cause; this position has countywide responsibility.

Plans, organizes, coordinates and supervises the operations of engineering and construction projects; applies independent judgment in determining and assigning work methods, techniques and procedures; formulates and executes work activity plans for the construction and design of county roads and flood control projects; provides leadership, direction and guidance in technical processes and procedures; trains engineers and project support staff; assigns and coordinates tasks and projects;
sets long range goals and objectives, and prepares reports; coordinates the development of technical engineering policies and procedures; reviews land development proposals and makes recommendations concerning roadways and drainage system requirements; determines objectives and sets project priorities and completion timelines; assures the efficient operations and sound fiscal practices required to meet project and program objectives through effective planning, staff management, and resource allocation;
reviews and approves status reports prepared by project managers, and coordinates schedule and plan modifications; evaluates and analyzes issues, and recommends and implements solutions; prepares and approves budgets; manages the collection, analysis and reporting of project, operational and financial data; reviews work for conformance with original contracts, plans and accepted engineering practices; regular and reliable attendance is required; performs other duties as assigned.
Bachelor’s Degree in Civil Engineering, or related field; AND seven years of construction engineering experience, including two years of supervisory experience; must be registered as a professional engineer with the Arizona State Board of Registration (A.R.S. § 32‑121); requires successful completion of a background check; must possess and maintain a valid Arizona driver’s license; must be eligible for appointment under A.R.S. § 11‑402.

County policies and procedures; principles and practices of civil engineering; laws, regulations and directives relating to civil engineering construction projects; civil engineering methods and practices for engineering planning studies, designs, plans, specifications, estimates, and reports as applied to flood control, civil engineering, construction and traffic studies and projects; methods, procedures and techniques for evaluating construction contract compliance; budget preparation and expenditure control;
field engineering, surveying, inspections and construction practices; regulatory agencies and the sources of engineering information.
Effectively managing staff, delegating tasks and authority, and training professional and paraprofessional personnel; assessing and prioritizing multiple tasks, projects and demands; developing and implementing procedures for cost effective management of allocated resources; analyzing issues and preparing recommendations based on findings; reading and evaluating blueprints and technical schematics; analyzing and evaluating technical engineering data and construction documentation; the application of engineering theory to complex operational activities;
