Job Summary This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.
NATURE OF WORKUnder limited supervision, performs professional work of considerable difficulty related to construction, engineering, flood control, highway, bridges, infra-structures, and field and office activities. This is the journey level class of the project manager series. This position has department specific responsibility.
Nature of Work(Illustrative Only) Designs, plans, prepares, organizes, coordinates, and inspects the operations of Capital Improvement Plan (CIP) projects; supervises small teams or groups; performs drafting and computing work; checks and directs field operations involved in the gathering and compilation of field data for the design layout and construction of highway, flood control, subdivision, drainage, wells, sewer systems, bridges, infra-structures and related areas;
may provide technical supervision in a lead capacity; makes structural engineering analysis of proposed commercial, industrial, and highway improvements and structures; reviews and approves grading, building and structure plans for conformity to uniform codes, local ordinances, state regulations, and administrative policies; inspects and monitors projects under contract; resolves discrepancies between field conditions and design plans; inspects and operates pump stations, lift stations and maintains flood control facilities and drainage wells;
makes field tests and takes samples for laboratory test of materials; writes various reports and makes technical estimates of a specialized nature in connection with various projects; reviews and interprets plans, specifications, and reports; leads the planning, designing, managing, constructing and maintaining of roads, CIP projects, traffic/transportation systems, drainage, utilities, flood control and other projects depending on the department; meets with various levels of staff including leadership, engineers, contractors, as well as the public to clearly communicate engineering and/or plan requirements;
represents assigned department at various meetings with other government agencies and the public; attends public meetings; coordinates with other local, state and federal agencies; regular and reliable attendance is required; performs other duties as assigned.
Experience and Education Bachelor’s degree in Civil Engineering, Construction Management or closely related field; AND five years of construction management and civil engineering experience preferably in public sector; OR an equivalent combination of education and experience; requires successful completion of a background check; must possess and maintain a valid Arizona driver’s license. Preferred Requirements:
Registration as a Civil Engineer by the Arizona State Board of Technical Registration, OR by the technical board of another state, with the ability to obtain such Arizona Registration within one year of employment.

Knowledge of:
County policies and procedures; the fundamentals of civil engineering, mathematics and physics as applied to engineering, topography and construction surveying, stress analysis, and analytical mechanics; the strength, properties, and uses of construction materials; civil engineering methods and practices for engineering planning studies, designs, plans, specifications, estimates, and reports as applied to flood control, civil engineering, construction and traffic studies; methods, procedures and techniques for evaluating construction contract compliance;
technical drafting principles, and interpreting and utilizing engineering plans, maps and specifications.
Skill in:
Preparing reports and checking designs, details, estimates, plans, and specification of engineering projects; developing, analyzing, and implementing operational systems; coordinating the work of a unit with a general program or a specific problem; designing a variety of civil engineering structures with skill and accuracy; making accurate drawings and maps, difficult mathematical computations, and keeping…
