Description
Starting salary is dependent on applicant qualifications and experience. The Streets Superintendent plans, directs, and evaluates the operations of the Streets, Drainage, and Right-of-Way divisions within the Public Works Department to ensure City infrastructure and public rights-of-way are safe, functional, compliant, and maintained in a cost-effective manner. The position provides leadership to assigned personnel; manages maintenance, repair, and improvement programs; administers budgets, contracts, equipment, and materials;
coordinates with internal and external partners; and responds to public concerns and emergencies. This position reports to the Assistant Director of Public Works and is subject to after-hours call-out for roadway, drainage, severe-weather, and other Public Works emergencies.

- Plans, directs, and evaluates daily and long-range operations for the Streets, Drainage, and Right-of-Way divisions, including pavement, curbs, sidewalks, traffic signs and markings, drainage channels and structures, vegetation, and other assets within the public right-of-way, to maintain safe and reliable public infrastructure.
- Establishes work priorities and preventive-maintenance schedules; assigns personnel, equipment, and materials; monitors work orders and service levels; and adjusts resources as conditions change to complete work safely, efficiently, and on schedule.
- Supervises assigned employees directly and through subordinate supervisors by participating in selection, onboarding, training, coaching, performance evaluation, recognition, and corrective action to maintain an accountable, skilled, and service-oriented workforce.
- Develops, implements, and evaluates operating procedures, performance measures, and work standards for assigned functions to support consistent service delivery, regulatory compliance, operational efficiency, and the City’s goals and priorities.
- Inspects streets, drainage systems, rights-of-way, work zones, and completed projects; reviews work quality and asset conditions; and directs corrective or preventive action to protect the public and extend the useful life of City infrastructure.
- Coordinates maintenance, repair, and minor construction projects with Engineering, Utilities, Development Services, Parks, Police, contractors, developers, utility companies, TxDOT, and other agencies to minimize service disruptions and ensure work within the public right-of-way meets City standards.
- In coordination with the Assistant Director, ensures the measurable goals and required training of the City’s Municipal Separate Storm Sewer System (MS4) plan is administered throughout the City in accordance with the State Requirements.
- Reviews construction plans, specifications, estimates, permits, and proposed work affecting streets, drainage systems, or public rights-of-way; provides operational input and verifies field conditions so improvements are maintainable and conform to applicable requirements.
- Administers assigned contracts and vendor services by helping develop scopes and specifications, monitoring schedules and performance, reviewing work and invoices, and documenting acceptance to ensure the City receives compliant and cost-effective services.
