Job Title

Essential Duties and Responsibilities

Project Management

Manage all fiber splicing activities for aerial, underground, and inside plant (ISP) fiber optic projects.

Develop and maintain project schedules, staffing plans, and resource allocations.

Coordinate with project managers, construction supervisors, engineering teams, and customers to ensure project milestones are achieved.

Monitor project budgets and control labor, equipment, and material costs.

Prepare and provide project status reports, progress updates, and forecasts.

Fiber Splicing Operations

Oversee fiber optic cable preparation, splicing, testing, troubleshooting, and restoration activities.

Review and interpret fiber design drawings, splice matrices, network schematics, and construction documents.

Ensure accurate documentation of fiber assignments, splice records, and as-built drawings.

Verify compliance with customer specifications and industry standards.

Coordinate emergency restoration efforts and outage response activities.

Team Leadership and Supervision

Supervise fiber splicers, lead technicians, subcontractors, and support personnel.

Recruit, train, mentor, and evaluate field employees.

Conduct performance evaluations and establish development plans.

Foster a culture of safety, accountability, teamwork, and continuous improvement.

Quality Assurance and Control

Ensure all splicing work meets quality standards and network performance requirements.

Review OTDR, power meter, and fiber loss test results for project acceptance.

Conduct field inspections and quality audits to verify workmanship.

Implement corrective actions to address deficiencies and maintain quality standards.

Safety and Compliance

Enforce company safety policies and OSHA regulations.

Conduct safety meetings, field inspections, and job hazard analyses.

Ensure proper use of personal protective equipment (PPE).

Maintain compliance with all local, state, and federal regulations.

Customer and Stakeholder Relations

Serve as the primary point of contact for splicing-related project activities.

Coordinate with utility companies, municipalities, contractors, and customers.

Address customer concerns and provide technical guidance as needed.

Required Qualifications

High School Diploma or GED required.

Associate degree or Bachelor's degree preferred.

Minimum of five (5) years of fiber optic splicing experience.

Minimum of three (3) years of supervisory or management experience in telecommunications construction.

Strong understanding of fiber optic network architecture, splicing techniques, and testing procedures.

Experience with aerial, underground, FTTH, and FTTx network deployments.

Ability to read and interpret engineering drawings, splice diagrams, and utility maps.

Proficiency with Microsoft Office Suite and project management software.

Valid driver's license with an acceptable driving record.

Preferred Qualifications

Experience managing large-scale fiber construction projects.

Knowledge of carrier, broadband, and utility fiber networks.

Fiber optic certifications or telecommunications-related certifications.

Experience with GIS systems and electronic as-built documentation.

Project Management Professional (PMP) certification preferred.

Technical Skills

Fusion splicing

Ribbon splicing

OTDR testing and analysis

Fiber characterization and troubleshooting

Network acceptance testing

Fiber documentation software

Project scheduling and planning

Budget and cost management

Quality control and assurance procedures

Physical Requirements

Ability to work outdoors in various weather conditions.

Ability to lift and carry up to 50 pounds.

Ability to travel frequently to project locations.

Ability to standing, walking, including and primarily on uneven surfaces, turning, kneeling, crouching, speaking and hearing are required continuously.
