Overview
GENERAL DESCRIPTION:
Professional and administrative work assisting the Assistant Village Manager in administering the Village’s centralized purchasing program. Serves as an internal resource to all departments, advocating for innovation and continuous process improvement through the procurement process, while ensuring compliance with federal, state, and local law.
- Administers the Village’s purchasing program in compliance with policies, ordinances, and regulations.
- Advises and educates departments and committees on purchasing procedures, recommending bidding strategies and sources of supply.
- Develops proposals, bids, and quote packets that deliver competitive and advantageous outcomes; maintains standardized bid and contract language.
- Evaluates alternatives to bidding (e.g., cooperative purchasing, contract extensions) to determine the most advantageous option for the Village.
- Provides market analysis to inform departments of trends and support budget planning; assists with budget development as needed.
- Prepares bid specifications, evaluates vendor submissions, recommends awards, and ensures vendor contract compliance with service, quality, and cost standards.
- Administers organizational purchasing platforms by managing user access, approval levels, and account configurations to ensure secure and compliant procurement activity.
- Build and maintain relationships with vendors to encourage competitive participation and supports departments in developing strategic bidding practices.
- Resolves supplier issues related to delivery, warranties, pricing, and service quality; ensures timely and accurate order fulfillment.
- Identifies cost-saving opportunities and maintains bid calendars and tracking tools.
- Reviews requisitions for accuracy, legality, policy compliance, and pricing.
- Maintains bidder lists, issues vendor notifications, and verifies required insurance documentation.
- Represents the Village at purchasing meetings, seminars, and trade shows.
- Assists the Office of the Village Manager and other departments in preparing technical documents such as ordinances, resolutions, reports, and memoranda.
- Bachelor’s degree in business, public administration, or related field required
- Two years of performing work in a large volume purchasing department
- Certified Professional Public Buyer (CPPB) certification required at hire or within 12 months of employment.
- Strong verbal and written communication skills.
- Excellent interpersonal, negotiation, and conflict resolution skills.
- Strong organizational skills, attention to detail, and analytical ability.
- Ability to manage multiple priorities, delegate when appropriate, and solve problems effectively.
- Ability to act with integrity, professionalism, and confidentiality.
- Proficiency with Microsoft Office Suite and ability to quickly learn the Village’s bidding and legislative management systems.
Most work activities are conducted in an office environment and include significant staff and public contact, sometimes involving individuals exhibiting high levels of stress or emotion. This position requires occasional evening work and occasional operation of an automobile to travel between locations. The noise level in the work environment is usually moderate. This employee will regularly visit other Village facilities to work with employees, either formally or informally, and will be required to drive to those facilities.
This employee will also be required to attend meetings, training events, and similar activities with outside vendors.
The current salary range for this position is $87,008.48 to $. Starting salary is commensurate with experience.
