Training Specialist
DutiesThe incumbent is responsible for the analysis, design, development, implementation, and evaluation of Education Service training programs. Provides advice, guidance and operational support to the supervisor and/or the Assistant Director for Training, Central Office staff, field office staff, and contract support staff. Knowledge of program operations, new legislation, automated systems, management initiatives, VBA programs, and stakeholder organizations to develop and modify learning products and training material.
Analyzes, designs and develops training curricula for various position types in Central Office, the field, and/or stakeholder groups. Implements training delivered to Central Office, field staff, and/or stakeholder groups, as well as, evaluates learning outcomes to measure effectiveness and revise materials. Instructs, facilitates, and coordinates synchronous and asynchronous classroom instruction for Central office, field office employees, and/or stakeholder groups. Develops and implements evaluation strategies for measuring the use and effectiveness of training for Central Office, field training, and stakeholder groups.
Develops and prepares reports, maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation, and communication of work-related information to the supervisor. The incumbent's primary duties and responsibilities are listed below:
Provides guidance and advice on issues associated with technical training. Analyzes national training needs for VA Education programs (for employees, program participants and stakeholders) and plans projects to meet these needs. Identifies training needs using performance needs analysis tools, including but not limited to, surveys, focus groups and task analysis that provide feedback and priorities from employees, managers, supervisors, stakeholders and program participants.
Conducts and participates in conferences, workshops, and briefings for internal and external stakeholders to inform, obtain information and develop goals and programs relating to claims processors, Education Call Center personnel, Education Compliance Survey Specialist, Education Liaison Representatives, AC&L Staff, School Certifying Officials (SCOs), State Approving Agencies (SAAs), and Education Service personnel. Analyzes the results of these needs assessments and makes plans for training to meet identified needs.
Guard and Reserve members, and eligible dependents for their military service to the Nation. This mission is accomplished by providing financial assistance, generally in the form of monthly benefit payments, as mandated in Title 38 and Title 10, United States Code.
