Position: GEOGRAPHIC INFORMATION SYSTEM MANAGER (PROVISIONAL)
The GIS Manager is responsible for the oversight, coordination, and performance of professional and technical functions related to the City's Geographic Information Systems (GIS). This role includes administrative, financial, and technical responsibilities such as spatial database development, programming, and support for multi-media applications.

The incumbent exercises independent judgment in managing the development, implementation, and maintenance of the City's GIS infrastructure. The position may supervise subordinate personnel and operates under the general direction of the Chief Information Officer or designee, with considerable autonomy.

* Administers the City's GIS and provides technical oversight, support, and services to City departments;

* Provides expertise and recommendations on the development and application of geospatial analysis processes, protocols, and solutions;

* Serves as liaison between departments to coordinate the development of a centralized GIS;

* Develops short- and long-term geospatial strategies, goals, objectives, and priorities to enhance operational efficiency and effectiveness;

* Designs, develops, and manages enterprise geodatabases for citywide spatial data infrastructure;

* Maintains and enhances GIS servers, database systems, and online mapping applications;

* Coordinates GIS data acquisition efforts to ensure cross-departmental compatibility;

* Provides technical guidance and support to internal and external stakeholders;

* Manages contracts for GIS-related services including application development, mapping, data development, web services, and geoprocessing;

* Oversee the selection and coordination of consultants, including issuing RFPs (Request for Proposals) and supervising project implementation;

* Assists with data conversions, migrations, and processing using quality control measures to ensure data integrity;

* Develops methods for anomaly detection and correction; ensures adherence to metadata and spatial data standards;

* Coordinates and/or performs GPS data collection and integration;

* Prepares maps, reports, and visual presentations to support City operations and planning;

* Maintains and updates GIS-related content on the City's website and enhances web-based GIS services;

* Facilitates training for staff in the use of GIS software, tools, and best practices;

* Keeps current with industry trends and emerging technologies through ongoing professional development

Promotional:

Continuous and permanent status in the Department of MIS as a GIS Specialist II for four (4) years.

Open Competitive:

A.) Master's degree from a college or university accredited by a national, regional or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education, in GIS or a related field (e.g., civil engineering, geography, information systems, computer science with a GIS concentration), and a minimum of five (5) years of full-time (or equivalent part-time) experience working with computerized GIS;

OR

B.) Bachelor's degree from a college or university accredited by a national, regional, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education, in GIS or a related field, as noted above, and ten (10) years of full-time GIS experience;

OR

C.) Associates degree from a college or university accredited by a national, regional or specialized agency recognized as an accrediting agency by the U.S Department of Education/U.S. Secretary of Education, in GIS or a related field, as noted above, and fifteen (15) years of full-time GIS experience;

OR

D.) An equivalent combination of education and experience as described in A, B, or

C.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

* Comprehensive knowledge of GIS principles, practices, and applications;

* Proficiency in statistical data collection, analysis, and interpretation;

* Strong knowledge of spatial databases and relational database management systems;

* Proficiency in key GIS software and tools, including but not limited to ArcGIS Pro, ArcGIS Enterprise, SQL Server Windows Server/OS), FME or similar software;

* Working knowledge of GIS-related hardware and system architecture;

* Ability to work independently and manage complex GIS development initiatives;

* Skilled in processing, analyzing, and presenting geospatial data in various formats;

* Competency with GPS technology for data acquisition and field integration;

* Strong communication skills, both verbal and written, with technical and non-technical audiences;

* Proven ability to establish effective working relationships across departments and with external partners;

* High level of attention to detail, organization, and problem-solving skills;

* Good judgment, resourcefulness, and initiative;

* Physical condition commensurate with the demands of the position.
