Overview

Catholic Charities of Buffalo is seeking a full‑time Program Manager for the Department of Workforce & Education for Erie County programs located at 525 Washington Street, Buffalo, NY. The Program Manager will oversee and manage educators, data coordinators, Project Jump Start, Tomorrow's Youth Today case managers, and employment counselors. Responsibilities include program budget development, annual program reviews, staffing plan rationale, annual and quarterly reporting, training and staff development.

The role also acts as the Department’s liaison with Erie County School Districts, Buffalo Public Schools, Erie County Department of Social Services, and partners such as the Erie County Workforce Investment Board and NYSDOL.

Job Responsibilities
  • Provides supervision, trains, monitors and evaluates Pathways, Jump Start and TYT staff
  • Facilitates team meetings for respective programs (TYT, Pathways & Jump Start)
  • Assists with recruitment, interviews and recommendations for hiring of staff
  • Coordinates the evaluation and establishment of priorities regarding delivery of service in accordance with clients’ needs and Catholic Charities mission and purpose
  • Oversees educators, case managers and employment counselor in planning and recruitment of students under the eligibility requirements and specifics of each program
  • Assists in the coordinating and completion of Continuous Quality Improvement reports (data monitoring and collection)
  • Participates in internal and external agency committees (i.e. Trauma informed care committee, WNY Manufacturing & Tech Partnership coalition etc)
  • Ensures the education and case manager supervisors are overseeing timely and up‑to‑date entering of program data into department monthly reporting tool, as well as the individual programs required data collection systems (For example: OSOS and Zenegrade)
  • Distributes cash equivalents (incentives and basic needs) and submits reports
  • Develops ongoing training and professional development for staff
  • Attends local and regional meetings and conferences as they pertain to program enhancement, recruitment and staff development
  • Works with Senior Director to further develop relationships with the Erie County School Systems to publicize and promote the programs of the department
  • Oversees the monitoring and gathering of Individual Education Service Strategies and 4‑Month Evaluations
  • Approves assigned staff time and attendance; monitors assigned staff attendance in ADP
  • Oversees program monitoring visits and audits from funders
  • Documents activities per contract requirements
  • Inputs data in appropriate database(s)
  • Collaborates with other community agencies
  • Works closely with Department Senior Director regarding programs’ budgets and fiscal management, grant management, fulfillment of contractual obligations, and writing responses to RFPs and RFAs
Minimum Qualifications
  • Bachelor’s degree in Education, Social Work/Human Services, Public Administration, Business, or related field required;
    Master’s degree preferred
  • 5+ years of experience in Education, Human Services, or Workforce Development, including supervisory experience OR experience in alternative education/HSE programs OR employment programs for at‑risk youth
  • Knowledge of NYSED and NYSDOL regulations, GED/HSE testing, and local education/community resources
  • Experience with budgeting, grant/contract management, and data reporting
  • Strong teamwork and communication skills; proficiency in Microsoft Word and Excel
  • Ability to work in a multi‑cultural setting
  • Evening and weekend availability as needed
  • Valid NYS Driver’s License and reliable transportation for job requirements
  • Strong personal and interpersonal communication skills
  • Excellent organizational skills

  • A sensitivity to the development stages and well‑being of participants
  • The ability to work with a diversity of individuals and groups
