DISTINGUISHING FEATURES OF THE CLASS:
The work involves providing executive leadership and strategic direction for assigned ancillary service lines and the facilities and infrastructure portfolio at the Erie County Medical Center Corporation. The incumbent is responsible for overseeing the performance of clinical support and operational departments while also leading long-term facility planning, capital development, and campus modernization initiatives in alignment with organizational goals, regulatory requirements, and patient-centered care standards.
The role includes developing and implementing strategic and operational plans, directing major construction and renovation projects, and coordinating with internal leadership, clinical teams, and external partners such as architects, engineers, and contractors to ensure effective delivery of both operational services and capital programs. Work is performed under the general direction of the Chief Operating Officer (ECMCC). Supervision is exercised over managerial, professional, and support staff across ancillary operations and facilities-related functions.

- Provides executive oversight of assigned ancillary service lines and support departments including laboratory services, environmental services, food and nutrition services, patient transportation, biomedical services, security, facilities management, engineering, and other assigned operational areas;
- Develops and implements strategic and operational plans to align ancillary services and facility systems with organizational goals, regulatory requirements, and performance objectives;
- Leads enterprise-wide facility planning activities including master planning, space utilization, capital investment strategy, campus development, and long-range infrastructure modernization initiatives;
- Oversees capital construction, renovation, and infrastructure projects, including coordination with architects, engineers, contractors, and regulatory agencies to ensure timely and compliant project delivery;
- Develops, manages, and monitors operating and capital budgets for assigned departments and facility projects, ensuring fiscal responsibility and alignment with organizational priorities;
- Establishes and monitors performance metrics related to quality, safety, patient experience, operational efficiency, sustainability, and financial performance;
- Directs implementation of operational improvement initiatives utilizing process improvement methodologies to enhance efficiency and service delivery;
- Ensures compliance with applicable federal, state, accreditation, and safety regulations, including environment of care, life safety, infection control, and facility standards;
- Leads organizational initiatives related to facility modernization, energy management, sustainability, and technology integration within physical infrastructure systems;
- Identifies and evaluates opportunities for innovation, automation, and modernization across ancillary services and facility operations;
- Supports development and execution of organizational strategic plans, including physician alignment, service line growth, and enterprise transformation initiatives;
- Represents the organization in interactions with external partners, regulatory agencies, contractors, vendors, and community stakeholders;
- Provides leadership to assigned executive staff and subordinate managers; establishes performance expectations, conducts evaluations, supports professional development, and oversees succession planning.
