The Management Services Department is seeking a Senior Administrative Analyst (Z) to join the Labor Relations Division. This new role is designed to support departments in navigating labor relations, workplace investigations, discipline, ADA/FEHA, and other Human Resources sections by coordinating with the appropriate teams within Management Services. The position will also serve as a dedicated Labor Relations liaison for Burbank Water and Power, maintaining an ongoing presence at BWP to ensure consistent communication, aligned processes, and effective coordination with Management Services.
The Senior Administrative Analyst will develop and implement new trainings and streamlined processes to improve how HR functions are delivered and understood across the City. The role includes conducting complex research and data analysis, preparing reports and presentations for management, and supporting organizational initiatives that require strong judgment and independence.
The ideal candidate will be an effective communicator with strong analytical and project‑management skills. They will be proactive, detail‑oriented, and experienced in creating structure, improving workflows, and managing multiple priorities from a variety of stakeholders. The ability to handle sensitive issues with professionalism and build strong working relationships across divisions and departments is essential for success in this role.
Under general direction, to perform, coordinate, or direct a variety of complex professional, administrative, operational, research, financial, and analytic duties; to coordinate, direct or manage complex administrative or operational projects or programs; and perform related work as required.
Essential FunctionsConducts or directs complex research and analysis; prepares and presents detailed and comprehensive written reports and verbal presentations containing complex information and analysis to a variety of audiences, including but not limited to the City Council; evaluates, develops, recommends, and manages the implementation of proposed or existing policies, procedures and practices; may develop, implement, or manage complex personnel programs; coordinates or directs budget preparation, manages budget expenditures and revenues, and may develop and implement performance measurements;
analyzes, develops and implements administrative/operational changes in response to legislative requirements; responds to departmental and citizen inquiries; conducts contract administration; may conduct grant management; may conduct community outreach or develop, implement and manage community programs; may supervise, train, evaluate, and develop clerical and administrative employees; may make effective recommendations regarding promotion, transfer, and disciplinary action, up to and including termination;
may direct or manage the operations of a departmental section or program; may serve as staff to elected officials; drives on City business.
Employment Standards:
Knowledge of principles and practices of public administration, governmental budgeting, and fiscal management; principles and practices of sound personnel management and supervision; advanced research methods and analytic techniques; applicable federal, state, and local laws and legislation and the legislative process; principles and practices of public speaking; modern office methods and procedures; spelling, grammar, and punctuation.
Skill in operating modern computers and related software; exercising independent judgement and making decisions based on standard policy and procedures.
