Responsibilities
Under general administrative direction of the Chief Assistant Public Works Director/City Engineer, we plan, direct, and coordinate Engineering Division activities related to capital improvement projects and/or private land development reviews; and perform related work as required. We plan, direct, and organize the work of multi‑disciplined engineering staff; select consultants as needed for the design, preparation, and review of construction plans, site investigations, cost estimates, specifications, and reports for the improvement of public facilities;
supervise and manage the preparation of requests for professional services and recommend award of contract; meet with consultants and contractors to facilitate projects and resolve issues; represent the Engineering Division at various meetings, conferences and workshops; maintain current with regulations, litigation, and legislation concerning public works activities; assist in the selection of Engineering Division employees; assist in the development and establishment of work methods and standards;
direct the conduct of studies and the preparation and presentation of a variety of reports; act as department liaison to Committees, Commissions and Boards as needed, including preparing agendas, presentations, and coordinating meetings; attend and present staff reports to City Council, and attend other day and evening meetings as needed; participate in the preparation of departmental budget and prepare the annual capital improvement program;
monitor expenditures and revenues; collaborate with staff in various departments and outside agencies; supervise, train, and evaluate employees; make effective recommendations regarding hiring, promotions, and transfers; effectively recommend disciplinary action as needed, up to and including termination; represent the Chief Assistant Public Works Director/City Engineer in their absence; drive on City business.
- Knowledge of methods, equipment, materials, and operating practices involved in public works operations
- Principles and practices of civil, structural, hydraulic, traffic, and environmental engineering related to municipal public works design, including planning, development, design, and construction
- Related federal, state, and city laws, ordinances, rules, and regulations
- Principles and practices of government budgeting
- Principles of sound personnel management and supervision
- Spelling, grammar, and punctuation
- Skill in operating modern computers and related software
- Techniques for preparing and reviewing designs, plans, specifications, estimates, reports, and recommendations related to public works projects
- Using independent judgement and decision‑making skills based on standard policy, working procedures, and federal, state, and city laws, ordinances, rules, and regulations
- Interpreting and preparing specifications, plans, drawings, data, and reports
- Public speaking and professional writing
- Ability to plan, organize, supervise, review, and evaluate the work of professional and paraprofessional personnel
- Interpret and apply related laws, ordinances, rules, regulations, and policies
- Meet established deadlines
- Prepare and monitor contract documents
- Prepare and present budget estimates and comprehensive reports
- Analyze problems and develop effective solutions
- Communicate effectively, both orally and in writing
- Represent the department effectively in meetings, including making presentations
- Establish and maintain effective working relationships with supervisors, fellow employees, boards, commissions, outside agencies, and the public
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance as determined by the City.
