The Educational Service District 123 seeks a qualified candidate to fill the ECEAP Family Support Specialist (FSS) position serving Burbank and Pasco sites. The FSS maintains an outreach recruitment and enrollment process throughout the school year, partnering with site teams to encourage and plan for parent participation. The FSS works with families to support and provide comprehensive family service that builds upon their strengths and improves the quality of their life.

The FSS adheres to ECEAP Program Standards, Service Plans, and best practice principles in family support.

• Contribute to the development of positive communication, mutual respect, confidence in competence, and creativity among all ECEAP staff.
• Organize, conduct ongoing recruitment to ensure full enrollment, and collaborate with site staff.
• Conduct enrollment activities, interview parents to determine program eligibility, verify income, and obtain parent permission for ECEAP activities.
• Collaborate with staff to organize and conduct parent orientations to ECEAP, including rights, responsibilities, policies, and curriculum approaches.
• Assist families in recognizing strengths, setting goals, and developing a Family Partnership Plan.
• Work with families to overcome barriers and achieve economic success and prosperity.
• Provide family support services with at least three hours of contact per family during the program year.
• Access ESD ECEAP Counseling Fund for counseling referrals; collaborate with center mental health professionals on children’s mental health.
• Work with diverse populations and access interpreters via the Language Line when needed.
• Visit families’ homes to enroll children, interview parents, inform about school/home resources, and provide child development and parenting information.
• Collect health and nutrition data (medical, dental, immunizations, etc.) and provide health summaries to staff; refer for treatment as needed.
• Develop individualized child health and nutrition plans; evaluate and document at year end.
• Provide crisis support and refer to emergency and crisis intervention providers.
• Assist parents in accessing health services, obtaining exams, and following up on referrals.
• Promote parent, staff, and community partnerships through meetings, leadership, professional development, newsletters, trainings, volunteer opportunities, and more.
• Provide or assist with health screening, immunization verifications, and referrals (e.g., hearing, vision, immunization compliance).
• Ensure smooth transition of children/families to before‑ and after‑school care and between ECEAP and Kindergarten.
• Plan and facilitate family events responding to training interests and information requests; schedule at convenient times.
• Provide health, nutrition, and oral health education to children and families; distribute related materials.
• Maintain accurate enrollment records, resources checklists, referral documentation, adult contact hours, and monthly activity reports.
• Participate in interdisciplinary planning for children and families, including staffing, multidisciplinary teams, and individual education plans.
• Establish linkages with community agencies to enhance services and maintain updated lists.
• Travel between work sites as needed.
• Cover breaks for ECEAP staff when required.
• Maintain confidentiality.
• Follow all ESD Board policies and ECEAP Performance Standards.

• Must have one of the following qualifications:
  (a) Associate degree or higher with at least 30 college quarter credits in adult education, human development, human services, family support, social work, early childhood education, child development, psychology, or a directly related field; or
