This position is responsible for supporting stormwater compliance projects across New England, from initiation through completion. The role involves coordinating and participating in stormwater sampling and inspection activities, preparing and implementing Stormwater Pollution Prevention Plans (SWPPPs) and Spill Prevention, Control and Countermeasure (SPCC) plans, and supporting other project-specific permitting obligations. The role combines technical fieldwork with office responsibilities to ensure that operational practices, documentation, and reporting meet stringent regulatory requirements.

This position also supports mentoring junior staff and strengthening the firm’s overall environmental compliance capabilities.

Position Requirements
  • Bachelor’s degree in environmental science, engineering, geology or related field.
  • 5+ years in environmental consulting with demonstrated interest and progression in environmental compliance or permitting.
  • Strong working knowledge of relevant MA, NH and RI regulations and federal programs.
  • Experience implementing environmental compliance programs across multiple sites and coordinating with internal staff, vendors, clients, regulators and other stakeholders.
  • Demonstrated task/project management skills.
  • Intermediate data evaluation and analytical skills.
  • Excellent technical writing and communication skills.
  • Strong documentation and organizational skills.
  • Experience with common technical protocols and regulatory requirements.
  • Ability and willingness to support the technical growth of staff level professionals.
  • OSHA 40-hr HAZWOPER preferred.
  • Experience with EPA’s Central Data Exchange (CDX) platform (e.g., NetDMR and NetMSGP) preferred.
  • Manage, coordinate and/or conduct routine stormwater compliance activities including inspections, sampling and reporting under the EPA’s MSGP and/or other NPDES program requirements, including the evaluation of field data to identify and determine future client needs and project requirements.
  • Track weather conditions and precipitation forecasts to align stormwater sampling activities with qualifying storm events.
  • Develop, implement and update SWPPPs.
  • Prepare, maintain and audit SPCC plans.
  • Conduct routine site inspections to ensure compliance with SPCC Plans, SWPPPs, erosion and sediment control BMPs, construction related stormwater requirements and general compliance areas.
  • Provide project management (scope development, scheduling and budget tracking) for stormwater compliance programs, including invoicing and general project administration.
  • Prepare regulatory reports and other submittals including DMRs.
  • Conduct regulatory research and permitting for miscellaneous client requests.
  • Participate in the development of junior staff and work with senior management to continue to grow as a consultant and leader of the firm.
Physical Demands/Work Environment Conditions

This position works in the field as well as the office environment. In the field, candidate will be working independently or leading a larger team at exterior project sites to perform sample collection, recording of operational/meter parameters, and potentially oversight of subcontractors. These field activities require the ability to drive to different project sites and physically move around outdoors in various terrains, in adverse weather conditions and occasionally for extended or irregular hours.

Conducting work involves the use of hand-held monitoring instruments and tools, as well as water sampling equipment, which requires the ability to routinely lift and carry objects, stand, walk, reach, bend, squat, kneel and twist. Office work is primarily stationary/sedentary using a computer and keyboard/mouse requiring repetitive hand movements.

Base Salary Range: $85,000 - $105,000. This salary range is based on what Roux in good faith believes it might pay at the time of posting for this position and for this geographic location.
