Job Description

This is an internal posting for existing City of Burlington employees in the Streets Division.

The Street Division is responsible for maintaining city-owned roadways, alleys, sidewalks, curbs, and gutters, excluding those on privately maintained streets. It repairs road and sidewalk cuts made by the Water and Sewer Maintenance Department for utility work. Additionally, the division manages the City's stormwater drainage system within public rights of way and executes the Winter Weather Plan to address hazards caused by snow, ice, and debris from natural disasters.

This position involves field supervisory work overseeing the maintenance and repair of City streets and drains. The employee coordinates and supervises street functions, assists in scheduling personnel and equipment, resolves issues, and helps with record-keeping. Key responsibilities include prioritizing projects, estimating costs, planning and scheduling work, assigning tasks based on employee skills, determining timelines, procuring materials, optimizing resources, and ensuring personnel training and safety.

The employee has significant discretion in day-to-day project management decisions.

• On-Site Supervision and Direction:
  Supervises work crews maintaining streets and drains, including asphalt patching, crack sealing, stormwater repairs, culvert maintenance, sidewalk, curb, and gutter maintenance, and snow/ice removal.
• Material Management:
  Creates and submits purchase orders for materials, ensuring materials are used according to project plans.
• Personnel and Equipment Scheduling:
  Coordinates and assigns personnel and equipment based on priorities established by the Street Superintendent.
• Site Inspections and Adjustments:
  Conducts inspections of work in progress, adjusting assignments as needed to meet timelines, budgets, and project specifications.
• Safety Oversight:
  Performs safety inspections to ensure compliance with safety regulations and proper placement of signage and traffic control devices.
• Operational and Personnel Issue Resolution:
  Resolves operational challenges or personnel issues as they arise.
• Work Schedule and Equipment Utilization:
  Modifies work schedules as necessary and ensures equipment is utilized efficiently, making adjustments if needed.
• Citizen Interaction:
  Responds to and resolves citizen inquiries or complaints regarding work activities in the public right-of-way.
• Stormwater and Infrastructure Construction Oversight:
  Oversees the construction of stormwater infrastructure (manholes, catch basins, headwalls) and supervises related cleaning, laying, and ditching operations.
• Training and Safety Compliance:
  Ensures crews follow safety and training protocols for tasks involving concrete, asphalt, and other materials.
• Personnel Training:
  Provides training to personnel on proper methods and procedures for street and drainage work.
• Record Keeping:
  Completes or approves construction records, employee time logs, and other required documentation.
• Acting Superintendent:
  Acts as Street Superintendent in their absence, managing day-to-day operations.
• Employee Management:
  Interviews applicants, recommends hiring decisions, approves time off requests, and evaluates employee performance for promotions and job assignments.
• Other Duties:
  Performs related duties as required.
