Essential Job Functions
  • Assists in the surveying and evaluation of forest sites to determine harvestable wood volumes, suitability for chip harvesting, development of timber harvest plans and silvicultural prescriptions, and notification of state agencies as necessary.
  • Act as the point of contact for communication of harvesting policy requirements and other regulatory impacts to suppliers, landowners, and natural resource consultants as they pertain to individual projects.
  • Develops detailed harvest plans in compliance with BED’s harvesting policy and other requirements mandated by the Certificate of Public Good under which the McNeil Station operates.
  • Stewards harvest plans through the chip harvest approval process which may include completing site visits with State biologists, natural resource professionals, and other interested parties to discuss mitigating measures to obtain chip harvest approval.
  • Monitors harvesting activities for compliance with approved chip harvest plans, state regulations and BED’s harvesting policy.
  • Performs data processing activities pertaining to payment for delivered wood fuel, wood delivery and transfer volumes, wood inventory, and contractor performance.
  • Negotiates short-term wood procurement agreements under the direction of the Chief Forester.
  • Advises harvesters and private landowners on forest management activities.
  • Locates and develops sources of wood fuel under the direction of the Chief Forester.
  • Performs job responsibilities independently, reporting periodically to the Chief Forester.
Non-Essential Job Functions
  • Conducts natural resource-related public relations activities as necessary.

Qualifications / Basic

Job Requirements
  • Ability to actively support City diversity, equity, and cultural competency efforts within stated job responsibilities and work effectively across diverse cultures and constituencies.
  • Demonstrated commitment to diversity, equity and inclusion as evidenced by ongoing trainings and professional development.
  • Must possess a Bachelor of Science degree in Forestry or other closely related field.
  • Must possess, or have the ability to obtain within one year, a Vermont Professional Forester License.
  • Four years of experience in biomass harvesting, wood procurement or forest management.
  • Demonstrated experience in the layout and supervision of timber harvesting operations is required.
  • Knowledge of forestry operations and natural resource management including the management of wildlife habitats, RTE’s, and wetlands.
  • Understanding of VT state forestry rules and regulations including the Use Value Appraisal Program, AMP’s, Heavy Cut Law, Shoreland Protection, and VT Wetland Rules is desirable.
  • Familiarity with NY state forestry rules and regulations is desirable.
  • Understanding of northeastern silviculture and the management practices commonly employed in the region is desirable.
  • Familiarity with practices used in forest management with proven skills in the use of equipment and procedures commonly applied in forestry planning.
  • Ability to read, comprehend and evaluate the implementation of forest management plans prepared by other natural resource professionals and provide critical feedback as it relates to adherence to BED’s harvesting policy and approved chip harvest plans.
  • Familiarity with the use of GIS software, including the creation of project maps and use of mobile applications is preferred.
