Position: HCM Technical Business Analyst Enterprise Applications

Overview

The HCM Technical Business Analyst is a key member of the Enterprise Application Services (EAS) team and serves as a functional-technical lead supporting the University's enterprise HR systems. The role's initial focus is People Soft HCM, with specialization in either Benefits Administration or Payroll, and responsibility for supporting additional HCM modules and future cloud-based ERP platforms as UVM prepares for an HR/Finance ERP replacement.

This position works with a high degree of autonomy and partners closely with HR/Benefits, Payroll, Enterprise Technology Services teams, and external vendors to design, configure, test, and deploy complex system enhancements, regulatory updates, and integrations. The analyst independently translates business and regulatory requirements into functional and technical solutions, leads assigned HCM initiatives impacting multiple HR or payroll processes, and ensures solutions align with departmental objectives, operational continuity, and security, privacy and compliance requirements.

The role also provides advanced troubleshooting and root-cause analysis, leads documentation and knowledge-sharing efforts, and drives continuous improvement through best-practice, configuration-driven solutions. Success in this role requires strong analytical and problem-solving skills, advanced functional HR, Benefits and/or Payroll knowledge, technical expertise in enterprise HCM systems, and the ability to influence and collaborate effectively across diverse stakeholders. This position works with sensitive data and requires both a confidentiality and security-first approach.

Enterprise Technology Services (ETS) is comprised of five main areas:
Client Services, Network Services, Information Security Office (ISO), Systems Architecture & Administration (SAA), and Database Administrators/Enterprise Application Services (EAS). EAS supports, maintains, updates and configures the core services for campus including the student information system, finance, HR and multiple other services and supporting systems.

  • Ability to translate business requirements into functional specifications, test cases, and implementation plans
  • Strong communication, facilitation, analytical, and documentation skills; proven ability to work collaboratively across functions
Desirable Qualifications
  • Deep expertise in People Soft HCM Benefits Administration (Ben Admin rules, event processing, eligibility, rates/tables) and/or Payroll processes
  • Experience with PS Query, SQL, integration troubleshooting, and file exchange processes
  • In-depth knowledge of People Soft architecture
  • Participation in ERP implementations (People Soft, Workday, Oracle Cloud, etc.), especially in HCM modules
  • Higher education experience
