Burlington Housing Authority is looking part time (19 hours per week) for aHousing Quality Standards (HQS) Housing Inspector. The Housing Inspector is responsible for the inspection of housing units for which BHA is or may be providing rental assistance and performing administrative functions associated with these inspections. In addition, the Inspector assists in the inspection of units and common areas of properties owned or managed by BHA.

Duties and Responsibilities

  • Performs Housing Quality Standard Inspections and follow-up inspections for units receiving rental assistance.
  • Follows-up on HQS violations and other matters relating to housing inspections and needed repairs.
  • Collects and provides information needed for rent reasonableness analyses
  • Performs inspections and periodic safety inspections of units owned and managed by BHA.
  • Maintains good working relationship and coordinates, where appropriate, with the City of Burlington Code Enforcement Office and Fire Marshall
  • Answers landlord questions about inspections and problem solves with landlord to correct HQS violations.

Minimum Qualifications

  • High school graduate or equivalent.
  • Considerable knowledge of building construction systems, including structural, wiring, plumbing, heating and fire safety systems and equipment.
  • Good verbal and written communication skills
  • Knowledge of property management, including maintenance, repair and upgrading of buildings
  • Knowledge of energy efficiency measures and systems including lighting, insulations, air sealing and indoor air quality issues.
  • Ability to meet and communicate with others in a professional manner, including tenants landlords, subcontractors and fellow employees in sometimes difficult and challenging situations.
  • Have the ability to work well in all environments, including exposure to outside weather conditions, unsanitary apartments, attics, basements, cramped areas, and other adverse conditions.
  • Have basic computer skills including iOS for iPad, iPhone, Microsoft, Adobe and Google applications.

Special Requirements

  • Must be able to meet the physical requirements of the position, including standing, twisting, squatting and climbing stairs.
  • Employees must use their personal vehicles for work-related travel and shall at all times have a valid driver’s license, valid registration, inspection sticker, and insurance, as required by state law. Those employees must also maintain minimum liability insurance coverage on their vehicle of $300,000.

Physical Requirements

  • Remaining in a stationary position, often standing or sitting for prolonged periods
  • Adjusting or moving objects up to 20 pounds in all directions
  • Repeating motions that may include the wrists, hands and/or fingers

  • Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like
  • Moving self in different positions to accomplish tasks in various environments including tight and confined spaces
  • Moving about to accomplish tasks or moving from one worksite to another.
  • Communicating with others to exchange information
  • Operating motor vehicles

  • Low temperatures
  • High temperatures
  • Outdoor elements such as precipitation and wind
  • Hazardous conditions
  • Small and/or enclosed spaces

Physical Demands

Occasionally:

  • Light work that includes moving objects up to 20 pounds

  • Sedentary work that primarily involves sitting/standing
