Overview Under the direction of the Assistant Secretary-Treasurer or designate, the Senior Buyer performs specialized and complex purchasing and procurement work for the District. This includes purchasing a wide variety of services, materials, supplies, products, and equipment in accordance with applicable laws, District procurement policies and procedures, and requisition specifications. The position is responsible for procurement activities related to construction, renovations, maintenance requests, and other District initiatives, and performs related duties as assigned.
The Senior Buyer operates at an expert professional level and exercises independent judgment and sound problem-solving skills.
Responsibilities Coordinates public tenders by drafting front end documents, gathering specifications, participating in openings, preparing tabulations, analyzing bids, selecting vendors, generating and administering contracts.
Prepares and approves purchase orders for materials, supplies, equipment and services and recommends SD40 standards by performing research, obtaining prices and specifications, and by consulting with end users to evaluate suitability and quality.
Conducts performance reviews with suppliers by arranging demonstrations, consulting end-users, interviewing sales representatives and determining product quality, price and availability.
Identifies and resolves various supplier management problems minimizing the school district s legal risks.
Researches, analyzes and coordinates information from numerous sources for reports, cost projections, and/or projects; provides strategic advice to customers based on financial analysis and changing market conditions. Forecasts price systematically for each major area of spend.
Performs data and financial analysis related to purchasing activities.
Participates in the planning and implementation of the purchasing department guidelines.
Maintains controls to ensure that only legitimate expenditures and commitments are made on behalf of the District.
Coordinates, assigns, reviews, and participates in the work of support staff.
Provides guidance, training, and education to District staff on purchasing practices, procedures, and processes.
Works collaboratively with departments to streamline processes and develop consistent purchasing practices.
Monitors changes in laws, regulations, and technology impacting procurement activities.
Performs a variety of related duties and special projects as required.
Qualifications Completion of the Supply Chain Management Professional (SCMP) Designation or equivalent.
Minimum three (3) years of progressively responsible procurement or purchasing experience or an equivalent combination of training and/or experience.
Experience in core public sector and construction related procurement preferred.
Knowledge of advanced principles, practices, and methods of public sector purchasing and procurement.
Knowledge of contract preparation, negotiation, and evaluation processes.
Ability to analyze data, evaluate alternatives, and make sound recommendations.
Ability to interpret and apply policies, procedures, and legislation.
Thorough knowledge of technology and applications related to work performed including Microsoft Office.
Ability to communicate and establish and maintain effective working relationships with staff, vendors, and partner groups.
Hours of Work & Salary 35 hours per week, Monday – Friday, 8:00 am to 3:30 pm at $39.99 per hour.
As this is a new bargaining unit position, the wage rate will be subject to review by the Joint Job Evaluation Committee (JJEC) as per the terms of the CUPE 409 Collective Agreement.
