Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as a Contracts Specialist (Contract). In this position, you will play a key role in supporting major contract deliverables across the Major Projects portfolio. The successful candidate will lead assigned contract packages through strategy development, RFP, evaluation, negotiation, award recommendation, and transition to post-award administration, working closely with Supply Chain, Project Management, Engineering, Legal, Finance, Indigenous Relations, and other stakeholders to meet project, governance, commercial, and risk management requirements.
Key Responsibilities- Lead assigned major contract packages from strategy development through RFP, evaluation, negotiation, award recommendation and transition to post-award contract administration.
- Develop and execute contract packages aligned with project objectives, FID/CER and other approval milestones, governance requirements, commercial controls, risk management expectations, and compressed procurement timelines.
- Prepare RFP and contract documents, coordinate technical and commercial inputs, manage bidder clarifications, support evaluations and negotiations, and maintain procurement schedules.
- Prepare clear, auditable award recommendations and governance materials that support transparent and defensible procurement decisions.
- Support commercial strategy and key contract terms, including compensation models, risk allocation, performance security, insurance, liquidated damages, indemnities, reporting obligations, and other critical protections.
- Integrate Indigenous procurement and local participation requirements into major contract packages in alignment with project and organizational commitments.
- Support cost control by reviewing supplier pricing structures, fees, markups, indirect costs, audit rights, and other commercial terms to ensure contracts are competitive, transparent, and defensible.
- Support contract implementation, handover, change management readiness, claims avoidance, and compliance setup for ongoing contract management.
