Strengthen workforce analytics, reporting, and business intelligence capabilities to support informed decision‑making and workforce planning

Partner with Finance, Information Technology, departmental leaders, and other interested parties to improve operational effectiveness and service delivery

Lead business transformation, change management, and continuous improvement initiatives across assigned divisions

Provide related recommendations to the CHRO

Perform related work as required.

Qualifications
Qualifications include a Master’s degree in Human Resources, Business Administration, Finance, or a related discipline, supplemented by considerable leadership experience in human resources, payroll, business operations, organizational transformation, or related fields; or an equivalent combination of education, training, and experience. Professional designation such as CPHR, CPA, PMP, CCP, PCP or a related credential is considered an asset.

The ideal candidate will demonstrate experience and knowledge in one or more of the following areas:

Organizational transformation, operational excellence, or service modernization

Human resources operations, payroll, compensation, workforce analytics, or related business functions

HRIS, ERP, workforce management, or enterprise business systems

Leadership within a unionized, public sector, or similarly complex organizational environment.

The successful candidate will possess strong leadership, relationship-building, communication, problem-solving, and change management skills, along with the ability to build partnerships, influence outcomes, and deliver results in a complex and evolving environment.
