What you’ll doCapital Construction, within Project Delivery, is responsible for a multi-year, multi-billion dollar portfolio comprising more than 2,000 active contracts. The Capital Construction Group safely delivers large, multi-disciplined, complex high-risk projects. The group adheres to well-developed standards, maintains supplier partnerships as well as stakeholder and First Nations relations, and continuously improves people, processes, and tools to ensure safe construction of capital projects.
The Project Manager, Capital Construction Sustainment and Assurance reports directly to the Director of Capital Construction. It provides senior-level leadership to support implementation and sustainment of mandatory requirements and various programs, projects, and initiatives that impact safety, environment and other areas, while supporting planning and execution of capital construction projects. Coordinating with Safety Systems and Assurance (SS&A), this position embeds safety into all phases of project delivery and contributes to core project management functions such as risk management, coordination, and reporting.
The candidate acts as a trusted advisor to Senior Management, field personnel, staff and contractors, influencing project performance in complex, multi-employer construction environments.
Key Accountabilities- Provide leadership across capital construction projects, ensuring alignment with BC Hydro’s Safety Management System (SMS), Contractor Safety Program, Life Saving Rules, and Safety-First culture.
- Lead the development and/or application, implementation, and sustainment of Capital Construction programs and initiatives, including contractor safety and high-risk work controls.
- Liaise with SS&A to interpret and apply occupational health and safety legislation (e.g., WorkSafeBC), standards, and BC Hydro internal safety program requirements in complex construction settings.
- Support incident investigations and corrective action planning, ensuring timely, accurate reporting and learning integration.
- Participate in and support the Senior Management Safety Incident Review (SMSIR) Process.
- Provide oversight and support for Safe Work Observation implementation, including performance recognition and corrective action recommendations.
- Coordinate cross-functional teams including SS&A, contractors, and external stakeholders.
- Prepare status updates, safety reports, and recommendations for project leadership and senior management.
- Lead the development, implementation, and monitoring of the Project Delivery Annual Safety Plan, including KPIs, resourcing, and performance reporting.
- Oversee and support the development of Key Safety Persons (KSP) programs, including role clarity, training plans, and performance expectations.
- Lead and facilitate Capital Construction focused forums, training sessions, and employee onboarding and bootcamps (e.g., Prime Contractor, Qualified Coordinator).
- Participate in cross-portfolio initiatives such as the First Nations Contractor Program and industry engagement efforts, including subject matter experts from relevant groups (e.g., SS&A).
- Identify gaps in systems, program implementation, or training and partner Safety to address them.
- Significant demonstrated experience of designing and successfully implementing business improvements in an operational environment with an expectation of 5+ years in process improvement, project management, stakeholder engagement and/or facilitation.
- Proven experience organizing, modeling, and translating data into actionable insights and reporting capabilities which support strategic decision making.
- Experience implementing or improving operational processes and technologies to drive business performance.
- Excellent written, verbal, and presentational communications skills, able to adapt to a range of audiences – field to senior management.
- Construction site safety management and risk management experience required (5+ years of industrial experience), ideally in a power system utility or oil and gas sector.
