Overview:
The Contract Professional Level 3 performs formal management of contracts with high complexity, so that projects and ongoing operations are delivered safely, with quality, within budget, and on time.

What you will be doing:

  • Labour Program Leadership & Delivery

  • Lead the NCTL labour program across all project phases, ensuring alignment with approved labour strategies, agreements, and project objectives.

  • Translate labour policy, Project Labour Agreements, Community Benefit commitments, and legal guidance into clear, executable project plans.

  • Establish program governance, workplans, and controls for labour-related activities, including staffing, deliverables, and performance management.

  • Direct and oversee labour staff and consultants, including work assignment, prioritization, and performance oversight.

  • Labour Relations & Stakeholder Management

  • Act as the senior labour representative for NCTL in engagements with:

    Union leadership and bargaining councils

    First Nations and Indigenous organizations (in coordination with Indigenous Relations)

    Contractors and industry stakeholders

    Lead and manage high-stakes, contentious, or conflict-driven labour situations, including delivery of difficult messages and enforcement of project requirements.

    Maintain credibility and authority in discussions with union leadership while protecting project, commercial, and legal interests.

    Support executive-level engagement by preparing briefings, messaging, and recommended positions for senior leadership.

  • Risk, Issues, and Conflict Management

    Own labour-related risks and issues within the project Risk Register, including proactive identification, mitigation planning, and escalation.

    Lead structured options analysis and recommend courses of action for labour-related challenges, including schedule, cost, and reputational impacts.

    Manage labour disputes and disagreements with a firm, principled, and professional approach consistent with project governance and agreements.

    Ensure timely escalation of issues requiring senior management or legal intervention.

  • Agreements, Legal Frameworks & Compliance

    Serve as the project’s point lead for interpretation and application of labour agreements, with support from internal and external legal counsel as required.

    Ensure labour commitments and requirements are accurately reflected in procurement documents, construction contracts, and contractor reporting.

    Oversee compliance tracking, performance monitoring, and issue resolution related to labour agreements.

    Maintain strong working relationships with legal, commercial, and procurement teams to ensure coordinated decision-making.

  • Executive Reporting & Decision Support

    Prepare concise, high-quality briefings, decision notes, and updates for the senior management team and project leadership.

    Present complex labour issues clearly, including risks, trade-offs, and recommended actions.

    Ensure labour assumptions, constraints, and risks are well-integrated into schedule, cost, and delivery decision-making.

  • Integration with Project Delivery

    Work closely with Project Controls to ensure labour assumptions are reflected in integrated schedules, cost estimates, and risk models.

    Coordinate labour inputs to procurement planning, contractor mobilization, and construction readiness activities.

    Apply lessons learned and continuous improvement to strengthen labour planning and execution over time

  • What you must have:

  • Bachelor’s degree in Business, Law, Economics, or related discipline, or equivalent

  • Certificate in Project Management, Supply Chain Management or equivalent, an asset

  • Intermediate MS Office skills (Word, Excel, and PowerPoint)

  • Advanced English skills for professional environment, written and spoken

  • Salary Rate/Rage: $65.00 -$80.00 per hour

    Term:12 month contract; most likely to extend
