BCIT’s Finance Services Department – temporary, full-time Manager, Payroll

BCIT’s Finance Services Department is seeking a temporary, full-time (1.0 FTE) Manager, Payroll. This position supports the Controller, providing input to development of department strategies and plans, and leading designated initiatives that support goals and objectives. Manages the Institute’s payroll function, verifying and approving complex payroll and benefit transactions, and overseeing related processing activities. Ensures payroll accuracy, adherence to timelines, and compliance with legislative requirements, collective agreements, policies and standards, business continuity and standard operating procedures.

Liaises with management and staff across the Institute, providing advice, information and support on payroll matters. Manages year-end reporting processes in support of taxation requirements; prepares payroll reports, statistics and remittances for internal/external stakeholders. Manages directly reporting staff.

Key Accountabilities
  • Supports the Controller, providing input to development of department strategies and plans, and leading designated initiatives that support goals and objectives. Keeps Controller informed of achievements, status of initiatives, and emerging issues.
  • Manages the Institute’s payroll function, developing operational and tactical plans in alignment with broader department strategies, and continuously reviews payroll activities to ensure processes are optimized. Develops a culture of continuous improvement with the team, identifying opportunities to improve and streamline practices.
  • Verifies and approves complex payroll and benefit transactions, and oversees day-to-day processing activities, ensuring accuracy and adherence to timelines. Maintains awareness of payroll-related changes to collective agreements, policies and legislation, and addresses any required modifications.

    As are completed and delivered within the deadlines set out by the Canada Revenue Agency. Prepares payroll reports, statistics and remittances for internal/external stakeholders as required.
  • Liaises with management and staff across the Institute, providing advice, information and support to on payroll matters. Manages communication of payroll-related changes to internal stakeholders, employees and union representatives. Fosters an environment of collaboration and a strong service excellence culture. Inspires, motivates, and guides team members by fostering commitment, team spirit, and trust.
  • Collaborates with Financial Systems & Reporting team on system requirements for payroll and benefit processing, ensuring the necessary technology is in place to support the Institute’s payroll function. Acts as a key contributor in payroll-related systems planning, design and modifications.
  • Manages day-to-day compliance with legislative requirements, collective agreements, policies and standards as they pertain to the payroll function. Monitors controls to mitigate risks, protect privacy, and ensure integrity of all payroll data and information. Manages assessment and resolution of payroll problems, alerting the Controller to critical issues as they emerge.
  • Liaises with Work Safe BC, Canada Revenue Agency and other government agencies, as well as benefits carriers and pension corporation from a payroll perspective.
  • Participates in professional organizations and keeps abreast of innovations in payroll practices that may have an effect on areas of accountability. Manages and carries out research of best practice, trends and methods, and recommends appropriate application to the payroll function.
  • Manages reporting staff, including selection, coaching, mentoring, development, performance management and all other people-management practices. Collaborates with Controller on performance-related matters.
Qualifications & Requirements
  • Professional accounting designation combined with a relevant degree, plus the Canadian Payroll Association Certified Payroll Manager (CPM) and/or Payroll Compliance Practitioner (PCP)
