Job Overview

Reporting to the Director, Public Works – Solid Waste & Recycling (SW&R), Fleet, Signs and Markings, this position is part of the department's management team and is responsible for the operation of the City's Solid Waste & Recycling, and Signs and Road Markings programs. In this role, you will oversee, manage, plan, direct and review the operations of the Solid Waste & Recycling Division, which entails the operation of integrated programs delivered to City residents including residential, commercial, industrial refuse collection, curbside and multi‑family recycling collection, recycling depot operations and yard waste and composting initiatives.

In addition, you will plan, coordinate, direct and review the operations of the Signs and Road Markings Division, which includes sign production for City usage (i.e. regulatory, informational, office, traffic and vehicle decaling) and signs and road markings installation and maintenance. You will also participate in the preparation of technical specifications and tender evaluations for related service contracts and the purchase of new vehicles and equipment required by the divisions.

Furthermore, you will plan, assign, supervise and review the work of employees, determine and ensure appropriate staffing levels, and administer, direct and coordinate employee requests (i.e. authorize time off requests, lieu time, overtime, leave of absence and monitor employee attendance). As the Manager, you will hire, terminate, train, coach, mentor and work with employees on succession planning and development, while also participating in the processing of employee grievances, arbitration hearings and other labour relations matters.

In addition, you will recommend and participate in decision making with respect to performance management under the terms of the Collective Agreement and provide direction and guidance to employees responsible for system operation and maintenance. You will also develop and monitor performance targets for the divisions and coordinate efforts with other affected groups as required. Additionally, you will maintain liaison with other Managers within the Engineering Department to facilitate the integration and coordination of operations and ensure all work conforms to instructions, standards, specifications, WorkSafeBC and all other relevant regulatory requirements.

Qualifications

Qualifications include a Degree or Diploma in Engineering Technology, Environmental Studies and/or related field with a minimum of 10 years of progressive and related supervisory experience in municipal solid waste and recycling; OR, an equivalent combination of education, training and experience. The successful candidate will have thorough knowledge of the methods, procedures, materials and equipment used in solid waste & recycling and signs and road markings programs, as well as by‑laws, policies, regulations, rules and procedures governing the operation of the Division, Labour and Work Safe regulations, accompanied by familiarity with municipal engineering principles and practices, and City policies, procedures and standards.

Furthermore, the role requires thorough knowledge of the policies, rules, regulations and legal requirements governing the work and of the City as it relates to the work, as well as departmental budgeting, financial management principles including controls, mitigating risk, contractual and legislative obligations, and e‑business system requirements. As the Manager, you will have the ability to manage complex projects with minimal supervision while demonstrating solid leadership and organizational skills, establish priorities and accomplish objectives, manage a variety of competing deadlines within time and budget constraints, and anticipate trends and create innovative strategies and flexible plans.
