BC Housing is a provincial Crown Corporation that develops, manages and administers a wide range of subsidized housing options for those most in need across the province. The Senior Manager, Homelessness leads and manages the implementation of BC Housing’s Coordinated Access and Assessment (CAA) and Shelter program across the province.
Position SummaryThe Senior Manager, Homelessness leads and manages the implementation of BC Housing’s Coordinated Access and Assessment (CAA) and Shelter program and coordination with associated initiatives including outreach and encampment response, vacancy matching, assessment, and triage across the province. The position provides leadership to regional teams in delivering the shelter and homelessness programs in partnership with homelessness‑serving rights holders and facilitates the housing of individuals who are homeless or experiencing chronic homelessness.
He/she/they develops strategies to address service gaps, identifies shelter and housing capacity stock, and contributes to the administration of the homelessness and CAA programs. The position manages budgets for programs including encampment and outreach, shelter and coordinated access components, and contributes to provincial training initiatives and program planning.
Candidate Profile Education & Experience- Bachelor’s Degree in Public Administration, Business Administration, Social Work, Community Planning, or related field.
- Extensive experience at community level building relationships and providing leadership to partners and rights holders in housing the homeless or other diverse populations with complex social, health care and/or behavioural issues.
- Extensive experience in leading implementation of shelter and housing related programs and providing oversight to regional and community rights holders supporting program operation/delivery.
- Equivalent combination of education, training and experience acceptable to Employer.
- Tier I CRC required.
Skills and Abilities
- Extensive knowledge of philosophies, practices and standards for delivery of programs and services for vulnerable populations, particularly the homeless.
- Knowledge of mental health and/or addiction housing models.
- Understanding of BC Housing’s mandate, programs and policies related to homelessness.
- Knowledge of current social issues such as homelessness, mental illness, drug addiction, domestic violence, child protection, and ageing.
- Knowledge of government and non‑profit agencies in served communities and their roles.
- Knowledge of management and supervisory practices.
- Consultative, facilitative, consensus‑building, problem‑solving, negotiation and conflict resolution skills.
- Leadership, verbal and written communication, presentation and interpersonal skills.
- Research, analytical, problem‑solving and conceptual thinking skills.
- Intermediate level computer skills, including MS Office and complex database structures.
- Ability to plan and lead implementation of program activities across diverse regions.
- Ability to establish constructive relationships with housing providers, service providers, sector organisations, community groups and government agencies.
- Ability to demonstrate empathy, lead, coach and motivate staff in a team setting.
- Reliable transportation and flexibility to work evenings and weekends.
- Application subject to satisfactory criminal record search and Security Clearance maintenance.
- Competitive salary ($113,698 – $133,762 annually).
