This role drives reporting, EACs, forecasting, funding oversight, compliance, and risk management while partnering with leadership to support programs spanning submarine and surface combat systems, communications, radar, sensors, and command-and-control solutions.
Location / Work ScheduleThis position can be based out of one of the following Naval Electronics' locations (hybrid schedule eligible / routine onsite requirements apply):
- Submarine Combat Systems Center of Excellence
- Twin Cities, MN - Computing and Networks Center of Excellence
- Johnstown, PA - Sensors Center of Excellence
- Largo, FL
- Provide outstanding financial support to the Senior Director Program Finance and Line of Business (LOB) leadership, while providing supervision and guidance to a team of Program Finance Analysts
- Ensure soundness of analysis, good business judgment, compliance with policies and procedures, adequacy of results and that all costs and reasonable fees have been provided for
- Review and approve program Estimates at Complete (EACs) and ensure Estimates to Complete (ETCs), Program Profitability, and Rishs and Opportunities are understood and communicated
- Review monthly program and LOB financial forecasts and present results to business leadership; provide monthly forecast and plan variance reporting
- Review LOB monthly project revenue and cost of goods sold during month-end close process to ensure accuracy and compliance with GAAP and IFRS requirements
- Ensure compliance with FAR/DFAR, SOX controls, internal procedures and corporate policies related to Revenue, Inventory, and Estimates at Complete
- Ensure program reporting requirements are accurate and timely to external and internal customers
- Support tools and technology solutions required by the Program Finance department
- Establish, develop and maintain effective business relationships with external and internal customers
- Understand standards of conduct to include: conflicts of interests; improper practices; liability and fraud
- Understand contract design and structure to include: FFP; CPIF; CPFF; CPAF; BOA; IDIQ;
Foreign Military Sale (FMS); and International Direct Commercial Sale (DCS), and, competitive and sole source procurements - Evaluate, coach, and develop staff of Program Financial Analysts
- Drive continuous improvement in department performance
- Bachelor’s degree in business, finance, accounting or related field and at least seven years of progressive experience in a government manufacturing environment
- MA, MS and/or professional certification is highly desirable
- In-depth knowledge of the FAR, DFAR, CAS & SOX
- Strong grasp of generally accepted accounting principles and an in-depth working knowledge of the cost accounting standards (CAS) and IFRS
- Strong contract compliance knowledge
- Strong leadership and developmental Skills
- Understand advanced financial analysis principles and have financial analysis skills
- Ability to mentor and train others
- Ability to guide difficult analysis on programs
- Working knowledge of IR&D/B&P/direct sell and allowable vs. unallowable cost
U.S. Citizenship required. This position requires an active DOD security clearance or the ability to obtain such clearance within a reasonable time after commencement of employment.
The salary range for this position is ($105,000/year- $175,000/year). This range reflects the good faith estimate of pay the employer is willing to offer at the time of posting. Several factors can influence the pay scale, including but not limited to:
