Job Title
Public Works Director
Job DescriptionAssists the Public Works Director in managing the City of Caldwell's public works departments with a primary focus on administration. The role provides oversight of the street and electrical departments; represents the department in coordination with various transportation, regulatory, governmental agencies, and the public; and may act in the capacity of the public works director. The work is performed under the administration direction of the public works director with considerable leeway granted for the exercise of independent judgment and initiative.
The principal duties are performed in a general office environment indoors and outdoors throughout the city.
- Directs and oversees organizational units within assigned departments.
- Oversee the street and electrical departments by planning, organizing, and managing staffing, budgets, and operational activities.
- Works with department superintendents to develop goals and plans for the identification and evaluation of the city's public works' needs.
- Establishes and oversees the implementation of programs designed to meet annual and long-term objectives.
- Acts as project manager to design and oversee special projects, such as pavement overlays, sidewalk repairs and construction, fog coating of streets, and bids for acquiring chip seal aggregate.
- Hires and oversees consultant engineers to perform various projects that can't be done in-house.
- Develops, adjusts, and maintains a 5-year pavement overlay plan.
- Performs and oversees traffic related duties, such as speed studies and traffic counts.
- Responds to requests from the public and city officials related to transportation.
- Acts a resource to the Traffic Commission.
- Works closely with school districts to promote safety improvements near schools.
- Oversees the city's bridge program, including working with the Idaho Department of Transportation (ITD) and consultants to inspect bridges and make recommendations for repairs or replacement.
- Seek grant funds and assist the city grant writer for transportation studies and projects.
- Manages the city's Waste Collection Services Contract and acts as the city's representative on the County's Solid Waste Advisory Committee.
- Oversees the preparation and monitors the activities of the operational, capital improvement and equipment budgets, and makes budgetary recommendations to the public works director, mayor, and city council.
- Maintains open communication with public works director, mayor, and city council.
- Confers with city officials, contractors, and others in regard to any public works matters.
- Ensures activities are in compliance with city codes, policies, and State directives.
- Works closely with State and Federal Transportation Agencies.
- Acts as a liaison between the public works department and local residents, contractors, business representatives, government agencies, and other related professionals to ensure positive public relations.
- Works closely with supervisory personnel to promote positive work attitudes within the department and maximize teamwork and cooperation based on the city's and the public works department's mission, vision, and values.
- Directs departmental operations and procedures to stay abreast of changing trends and practices.
- Addresses citizens' concerns or complaints and takes appropriate action to ensure citizen satisfaction or a timely resolution of complaints.
- Plans, supervises, and evaluates the work of assigned departmental personnel, including hiring, monitoring work schedules, providing direction, performance management, and managing conflict.
- Assists in the implementation of policies and procedures by completing assigned studies, making reports and recommendations, developing projects, and making presentations.
- Attends meetings, conferences, workshops, training sessions, and remains current on the principles, practices, and developments in assigned work areas.
- Attends and presents at City Council meetings.
- Represents the city in local, regional, and statewide matters including, trainings, rule making sessions, committees, boards, and meetings.
