Finance Technician - Business License and Sales TaxDepartment: Administration

The purpose of this position is to provide support in administering financial functions on behalf of the City working with accounts payable, utility billing, business licensing, sales tax, and payroll. This position may be assigned a specific function but will be responsible for cross-training and aiding other areas during peak time or as needed to ensure timely and efficient processing of financial transactions.
ESSENTIAL DUTIES:
- Processes a variety of accounts receivable and/or accounts payable information; enters data into financial software; calculates fees; reviews data for accuracy; generates financial documents such as bills, purchase orders, checks, etc.; generates financial reports; reconciles financial statements/accounts; research financial discrepancies; and submits necessary reports.
- Assists vendors, customers, taxpayers, City department/employees, and others regarding accounts payable and accounts receivable issues such as providing information, researching accounts, responding to questions or complaints; and resolving billing/account discrepancies.
- Establishes and maintains utility accounts, taxpayer files, business license accounts, vendors and/or other databases; prints and mails annual tax forms, delinquent notices, and/or renewal notices.
- Prepares or completes various reports, forms, correspondence, tax forms, payment reports, and related documents; receives various forms, reports, correspondence, invoices, statements, notices, reference materials and other documentation.
- Performs functions related to accounts payable: receives, distributes, processes, enters, and reconciles invoices; processes purchase orders from departments and matches purchase orders to invoices; verifies general ledging coding; monitors status of invoices and purchase orders; reconciles payroll deductions and payables; prints and mails checks; prepares requests for wire and ACH transfers.
- Performs functions related to utility billing: complete all service orders for connects, occupant changes, disconnects, taps, meter information, reinstates, and cutoffs; import and export data as required for meter reading and processing; manually enter meter readings; process leak adjustments; make other adjustments to accounts as needed; prepare and mail utility bills; process and post payments including bank drafts; generate late fees;
disconnects utilities for non-payment and writes-off accounts as needed; audits utility accounts; provides coaching, training, and monitoring of Utility Service Representatives. - Performs functions related to revenue: import and export tax files from the state to maintain an accurate recording of taxpayers’ online payments; receive and process paper returns and checks; receive and reconcile taxpayer payments plans; reconcile any unmatched payments; receive, review, and process any request for refunds or fee reversals; create and distribute invoices for returned payments or unpaid taxes.
- Performs functions related to business licensing: receives, reviews, and processes business license applications; calculates business license fees; refers to city revenue code to determine proper license classification schedule for each business; issues business licenses; prepares invoices for license renewals; receives and posts payments.
- Communicates with supervisor, employees, other departments, banking personnel, vendors, taxpayers, auditors, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or
