The City of Calera is currently seeking a qualified individual for the position of City Engineer. This role is a full‑time regular/exempt position at Grade G‑26, earning $51.86 to $73.94 per hour.
General DescriptionThe purpose of this position is to manage all city engineering work and to provide support to city officials on engineering activities. This position is directly responsible for the leadership and management of the Engineering Department.
Essential Duties- Plans, coordinates, and oversees daily operations and activities of the Engineering Department including GIS; supervises and evaluates personnel; directs and monitors work activities to ensure safe work practices, work quality, and accuracy; ensures compliance with applicable rules, policies, and procedures.
- Consults with Mayor, City Council, Planning Commission, Water Board, and other departments; makes recommendations regarding City projects, programs, and policies; develops and implements short‑term and long‑term plans; develops goals and objectives.
- Prepares plans and specifications for capital improvement projects such as bridges, park facilities, roadways, sanitary sewer, storm sewer, stormwater management, and water system improvements.
- Oversees the bid process for all City and Water Board projects; prepares bid documents, reviews bids received, and awards bids in compliance with state bid laws.
- Reviews and oversees all aspects of the construction process on City projects often acting as the general contractor on behalf of the City; observes and inspects work performed by contractors and city construction crews as needed to ensure compliance with drawing specs, codes, and safety standards; communicates with developers, contractors, City staff, and others on potential issues, problems, or concerns; attains work permits (ADEM, ALDOT, etc.)
as needed. - Receives and reviews all commercial and residential plans; submits comments; approves or denies final plans.
- Prepares and administers the City’s Floodplain Management Plan; develops floodplain maps, amendments, and revisions; assists the public in determining if a parcel is located in special flood hazard areas.
- Ensures maintenance of departmental records including capital improvement projects, subdivisions, and commercial developments in compliance with city, state, and federal record‑keeping requirements.
- Prepares department budget; monitors and approves department expenditures.
- Serves as a liaison between city officials, city departments, department personnel, local businesses, engineers, developers, contractors, utility companies, and other related agencies, boards, commissions, or groups regarding engineering issues; attends meetings and presents information as needed.
- Communicates with the public regarding problems, complaints, or emergency situations related to department activities.
- Communicates with subordinates, other departments, city officials, inspectors, contractors, engineers, vendors/suppliers, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
- Attends City Council, Planning Commission, and Water Board meetings.
- Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations and new standards in technology; reads professional literature and maintains professional affiliations.
- Knowledge of civil engineering principles and best practices including the design and construction of water mains, sanitary sewers, storm drains, and other public infrastructure.
- Knowledge of building construction and maintenance.
- Knowledge of department and city policies and procedures, and relevant federal, state, and local laws and regulations.
- Knowledge of the layout of the City, including streets, parks, utilities, and subdivisions.
- Knowledge of computers and other job‑related software programs.
- Skill in application of engineering principles and techniques to City projects.
