Woodbine Entertainment Group, a leading professional horse racing operator in Canada, seeks a Manager of Construction Procurement & Project Controls to oversee procurement processes, contract governance, and financial controls across capital projects.
Job SummaryThis role leads services and professional procurement and contract governance while supporting project financial controls across the capital project lifecycle. It oversees RFx processes, contract documentation, vendor compliance, procurement policy adherence, and financial control activities—PO governance, invoice validation, accrual coordination, capital coding, and reporting accuracy.
Key Accountabilities- Procurement & RFx Management
Lead RFx processes including documentation development, vendor inquiry coordination, addenda issuance, and evaluation support. Consolidate evaluation results, prepare award recommendations, and maintain procurement documentation and process controls.
- Contract Management & Administration
Draft, review, and revise construction and professional services contracts (CCDC, OAA, and related agreements), ensuring alignment with scope, pricing, and risk standards. Coordinate contract execution, maintain version control, and provide guidance to Project Managers.
- Project Controls & Financial Validation
Maintain and update capital project budgets, forecasts, and dashboards bi‑weekly. Monitor budget versus actual expenditures, assess contractor pricing for change orders, and advise on budget impacts.
- Financial Reporting & Accrual Support
Review and validate contractor and consultant invoices, support payment certification processes, and prepare accruals and capital reporting using advanced Excel analysis.
- Governance & Process Improvement
Identify opportunities to strengthen procurement workflows and financial control processes, support standardization of templates, and contribute to continuous improvement initiatives within the PMO.
- Financial Responsibility
Assemble contracts and procurement activities with the PM to set budgets, review consultant fee invoices, evaluate contractor/consultant payment applications, and coordinate the final account preparation.
- Bachelor’s degree in Procurement, Business Administration, Commerce, Finance, Engineering, Architecture, or related discipline.
- 5–7 years of experience in procurement, contract administration, or project controls within construction, development, or corporate real‑estate environments.
- Proven experience supporting RFx processes and contract administration in capital project settings.
- Familiarity with CCDC, OAA, and similar construction contracts; knowledge of procurement governance practices and contract documentation controls.
- Experience with financial reporting systems and ERP platforms (D365 preferred). Knowledge of Ontario Construction, Lien Act, and Contract Law considered an asset.
- Strong financial analysis and reporting capability with advanced Excel skills (pivot tables, lookups, financial tracking models, reconciliation analysis).
- Proficiency in Microsoft Office Suite; experience with Bluebeam, Adobe, and Docu Sign preferred.
- Strong written and verbal communication skills, ability to manage multiple projects, and professional judgment in handling confidential information.

Target hiring salary range: $83,000 – $100,000.
