Summary

Bell s AI Fabric initiative is pioneering a secure, sovereign AI compute network across Canada. This ambitious portfolio features seven large-scale, high-density data centers, anchored by a 500 MW British Columbia supercluster and a 300 MW flagship site in Regina, Saskatchewan

As HSE Program Director, you will own the Health, Safety & Environment program at the portfolio level—defining the HSE strategy, standards, and governance framework that every site inherits and executes against. You ll be the senior authority safeguarding the well-being of the workforce and Bell s regulatory standing across all builds, embedding a zero-incident culture, driving consistent safety and environmental performance, and maturing the HSE function as the program scales aggressively nationally.

Key Responsibilities
  • Own the enterprise HSE program strategy across the national data centre portfolio, establishing standardized health, safety, and environmental standards, policies, and playbooks.
  • Define and govern the HSE management system, ensuring consistent, fleet-wide application of safety protocols, environmental controls, and regulatory compliance across all sites.
  • Provide program-level oversight and governance to site-based HSE leaders and contractor safety teams, ensuring alignment to standards and shared lessons learned.
  • Embed a zero-incident safety culture across the program, driving leadership engagement, worker education, and behavioral safety at every level .
  • Establish program-wide HSE performance metrics, leading/lagging indicators, and reporting, providing roll-up visibility to Capital Programs and AI Fabric leadership.
  • Ensure compliance with federal, provincial, and jurisdictional occupational health & safety and environmental regulations across sites in multiple provinces.
  • Lead incident management, investigation, and root-cause analysis programs, driving corrective actions and continuous improvement fleet-wide.
  • Define contractor and vendor HSE prequalification, onboarding, and audit standards, holding GC/EPC partners accountable to program safety expectations.
  • Drive environmental stewardship and sustainability compliance across builds, including permitting, environmental impact, and site remediation requirements.
  • Build, mentor, and scale the HSE program function as the national program grows.
Critical Qualifications
  • 15+ years of HSE leadership on large-scale construction or capital programs, with direct experience on hyperscale, mission-critical, or major industrial builds (multi-site portfolios preferred) .
  • Proven track record establishing HSE standards, management systems, and governance at a program or portfolio level—not just single-site safety management.
  • Deep knowledge of Canadian occupational health & safety and environmental regulations across multiple provincial jurisdictions.
  • Demonstrated success embedding a zero-incident safety culture on complex, high-risk construction sites.
  • Strong expertise in incident investigation, root-cause analysis, and corrective action program management.
  • Experience…
