Position Description

The HR Operations Manager leads the administration and continuous improvement of HR operations, including recruitment processes, payroll governance, benefits administration, HR systems, reporting, and compliance. This role ensures operational excellence through standardized processes, accurate data management, effective reporting, and a strong focus on service delivery, efficiency, and continuous improvement.

Key Responsibilities

Recruitment Operations

  • Establish, document, and maintain standardized recruiting processes across all teams, leveraging existing standards established by headquarters where possible.
  • Ensure adherence to recruitment policies, procedures, and compliance requirements.
  • Monitor recruiting process effectiveness and identify gaps, risks, and opportunities for improvement.
  • Partner with stakeholders to continuously improve recruitment workflows and the candidate experience.
  • Support the implementation and adoption of new recruiting tools, systems, and process changes.

Payroll & Benefits Administration

  • Establish and maintain payroll governance frameworks, standards, and operating procedures.
  • Audit and approve payroll processing for all Calgary locations, ensuring accuracy and timeliness.
  • Escalate and resolve systemic payroll issues and mitigate associated risks.
  • Oversee the administration, compliance, and continuous improvement of employee benefit programs.
  • Review and present quarterly benefit program utilization reports to leadership.
  • Conduct annual program reviews and recommend enhancements based on utilization, feedback, and business needs.
  • Develop and maintain communication strategies that increase employee awareness and participation in benefit programs.
  • Monitor vendor performance and support effective program delivery.

HR Systems & Data Integrity

  • Provide Tier 1 (system navigation and administration) and Tier 2 (complex transactions and audits) support for plant HR teams.
  • Audit employee files, reporting relationships, and cost center assignments to ensure data accuracy.
  • Correct system discrepancies that may impact payroll processing or system performance.
  • Support managers with Success Factors navigation and functionality.
  • Troubleshoot HRIS issues and elevate complex matters to the corporate HRIS team as required.

Reporting & Analytics

  • Aggregate, analyze, and report on recruitment data, providing leadership with insights, trends, and recommendations.
  • Develop and track metrics that drive accountability and performance across recruiting teams.
  • Generate and analyze HR metrics, compliance reports, and workforce data for HR leadership.

Process Improvement & Compliance

  • Monitor operational effectiveness across HR processes and identify opportunities to improve efficiency, compliance, and the employee experience.
  • Support the implementation of process improvements, system enhancements, and best practices across HR operations.
  • Ensure HR programs, processes, and data management practices align with organizational policies and regulatory requirements.
Required Education & Qualifications
  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • 7+ years of progressive Human Resources experience, including responsibility for HR operations, recruitment, payroll, benefits, and HR systems.
  • Hands-on experience with HRIS platforms, preferably SAP Success Factors.
