About the position

Duties
Reporting to the Head, Emergency Management Coordination Program, you will be responsible for the management, oversight and operation of Parks Canada’s national dispatch service. You will monitor the needs, service levels, and performance of dispatch services provided to all field units, Law Enforcement Branch, Highway Operations Unit, National Fire Program and other users, taking into account the unique operational needs in each province or territory and any municipal, regional, provincial or national partnerships and relationships related to each field unit’s operations.

Specific responsibilities:
1. Manage the delivery of the national dispatch service. This includes managing and implementing the systems, standards, procedures, delivery mechanisms, and processes to ensure that Parks Canada has a fully functional and resilient national dispatch service.
2. Manage the human and financial resources of the national dispatch service. This includes a budget of ~$2 to $2.5M per year and approximately 25 employees.
3. In partnership with internal service providers manage digital and capital asset projects and initiatives. Ensure the application and integration of processes, systems, and technologies, such as Computer Assisted Dispatch (CAD) and the integration with other Parks Canada systems. Ensure all Parks Canada functions and key partners are supported through the Dispatch Service as required.
4. Establish relationships with key colleagues, teams, professional organizations, partners, stakeholders, and clients. Establish strong relationships with other emergency management partners to ensure smooth transition of dispatching from those services to Parks Canada and vice versa. Establish, implement, and negotiate agreements for program delivery with partners and clients.
5. Continue to seek innovation, initiate and make changes, and consider risks in decision-making. Maintain awareness of new trends and developments in the field of public safety dispatching and incorporate new developments into programs as appropriate. Determine requirements for new programs and services.
