PURPOSE
This position is responsible for providing operational and administrative support to the Fire Chief and is responsible for managing the detailed activities of Fire Services. The Deputy Fire Chief is responsible for assisting in the effective and efficient operation of the Department and delivery of its programs. The Deputy Fire Chief will assume the required administrative and operational duties of the Fire Chief (in the absence of the Fire Chief) and acts as Incident Commander at emergency incidents until otherwise relieved.

The Deputy Fire Chief is the Basic Safety Codes Officer (Fire Discipline).

ROLES AND RESPONSIBILITIES
Strategic Responsibilities

Prepares the Fire Department work plans, operating and capital budgets in conjunction with the Fire Chief;

Assists the Fire Chief in the presentation of the Fire Department work plans, operating and capital budgets to the Director of Recreation & Protective Services, the CAO, Mayor and Council; and

Develops recommendations and manages specifically assigned projects for the improved effectiveness and efficiency of the department.

Operational and Administrative Responsibilities

Oversees the completion of the testing of apparatus and equipment in accordance with prescribed standards;

Inspects commercial, industrial, institutional and residential buildings for Code compliance as prescribed by the Quality Management Plan;

Enforces the Fire Code and bylaws related to fire safety & fire prevention;

Promotes and increases public awareness of the Brooks Fire Department and its activities including Code compliance as determined and delegated by the Fire Chief;

Directs policies and identifies policy issues and transmits them to the Fire Chief and required personnel;

Relates to and communicates with clients, stakeholders, coworkers, contractors and the general public sincerely, tactfully, promptly and courteously and functions as an effective team member;

Assumes responsibility and authority of the Basic Safety Codes Officer (Fire Discipline);

Supervises the development, revision and maintenance of standard operating guidelines (SOGs) and submits them to the Fire Chief for review and timely approval; and

Ensures compliance with legislation, regulations and approved policies, procedures and guidelines.

Records Management

Maintains all records and correspondence pertaining to fire suppression, firefighter training, equipment and vehicle repair;

Ensures and records the maintenance of all fire department vehicles, equipment, apparatus and buildings according to approved standards;

Manages purchases, revenue collection, and financial records, ensuring that they are consistent with approved bylaws, policies and budget appropriations; and

Manages and maintains inventory and a system of recording supplies and materials necessary for fire suppression, firefighter training and equipment and vehicle maintenance.

Assists in the Management of Volunteer Fire Fighters

Ensures personnel attendance records and individual member’s files are maintained;

Manages and updates volunteer firefighter specific roster and contact lists;

Participates in the recruitment program to confirm staffing levels and ensures that adequate numbers of volunteers are maintained;

Assists the Fire Chief in the supervision of Volunteer Fire Fighters (VFFs);

Under the delegated authority of the Fire Chief, directs the day to day operations of the fire staff;

Identifies departmental training requirements and identifies deficiencies in the performance capabilities of personnel and prepares recommendations for remediation;

Encourages the training and development of VFFs; and

Evaluates, provides feedback and disciplines VFFs as required.

Fire Suppression Responsibilities

Attends emergencies during working and non-working hours and maintains radio watch/on-call in a scheduled rotation with the Fire Chief and scheduled in cooperation with the Fire Chief;

Assumes command at some emergencies and directs operations as required;

Participates in mock disaster training and exercises as required and in both real and mock disasters, performs the duties of the Fire Officer in the City of Brooks Emergency Operations Center (EOC); and
