The Opportunity

TC Energy is seeking a Manager, Incident & Emergency Management to lead the company's Incident Management and Emergency Management programs within the Safety & Technical Services organization. This pivotal role drives enterprise-wide preparedness, response capability, and operational resilience across gas transmission, compression, storage, and distribution operations.

You'll serve as a trusted strategic advisor to business partners, combining expert technical guidance with strong people leadership to build a culture of continuous improvement, regulatory excellence, and organizational readiness.

What You'll Do

Program Leadership & Strategy
Lead the development and execution of enterprise Incident Management and Emergency Management strategies, frameworks, standards, and governance models. Establish strategic roadmaps, annual objectives, and performance targets aligned with safety, reliability, and business priorities while ensuring alignment with process safety, operational risk, and regulatory compliance frameworks.

Operational Assurance & Continuous Improvement
Provide second-line assurance oversight for IM & EM programs across operations through audits, field verifications, tabletop exercises, drills, and response simulations. Identify performance gaps, drive corrective action development and tracking, and leverage lessons learned and root cause trends to strengthen organizational resilience.

Subject Matter Expertise & Business Partner Support
Serve as the senior subject matter expert for incident and emergency management. Support incident response activations in command or advisory roles, coach leaders and frontline teams on ICS and crisis leadership, and strengthen emergency preparedness, resilience, and business continuity planning.

People Leadership & Team Development
Lead and develop a high-performing team of IM & EM professionals through coaching, mentorship, and career development planning. Build a culture of engagement, accountability, and performance excellence.

Training, Exercises & Capability Building
Oversee enterprise IM & EM training programs and lead drills, simulations, and executive tabletop exercises. Maintain organizational readiness through continuous testing and validation.

Regulatory & External Engagement
Interface with regulators, emergency responders, and mutual aid partners. Represent TC Energy in industry forums and benchmarking groups while tracking regulatory and industry best practices.

  • Minimum Qualifications

  • Bachelor's degree in Engineering, Safety, Emergency Management, Industrial Technology, or related field
  • 10+ years experience in Incident Management, Emergency Management, or operational safety roles
  • Strong knowledge of ICS, EOC operations, and regulatory compliance
  • Preferred Qualifications

  • Master's degree in Safety, Emergency Management, Engineering, or Business
  • Leadership experience with teams
  • Background in natural gas transmission, compression, storage, or utility operations
  • ICS 100/200/300 training (Incident Commander or Planning Section Chief focus preferred)
  • Experience with emergency services agencies
  • Fluency in French and/or Spanish
  • Demonstrated skill in conflict management, diplomacy, and tact
  • Ability to handle diverse challenges outside a traditional office environment
  • Requirements

  • Valid authorization to travel internationally (Canada, US, Mexico)
  • Valid driver's license and willingness to submit to abstract assessment
