Executive Director, Emergency and Disaster Management, AHS

Help lead Alberta’s essential healthcare services into a new era of emergency preparedness and response. Alberta Health Services is seeking an experienced, decisive, and adaptable problem-solver for the role of Executive Director, Emergency and Disaster Management (Executive Director) to oversee provincial programs that protect lives, property, and the environment during emergencies and disasters. As Executive Director, you will lead a diverse professional and management team providing E/DM services and support to AHS and other agencies across Alberta’s healthcare system.

You will mitigate risks, prepare the health system for emergencies, support local and system-wide response, and facilitate post-crisis recovery. This provincial position can be located anywhere in Alberta, may be eligible for a hybrid or flexible work arrangement, and requires occasional travel to Edmonton, Calgary, or rural locations. In a refocused healthcare system, AHS plays an integral role in delivering high-quality acute care services to more than 4.5 million people living in Alberta, as well as occasionally to some residents of other provinces and territories.

Description:

The Executive Director, Emergency and Disaster Management (Executive Director) provides strategic and operational leadership to the provincial Emergency/Disaster Management Division (E/DM) and its programs and services. As the Executive Director, you will develop the governance, policy, documentation and supports for province-wide emergency management, setting up suitable infrastructure to support the provincial E/DM system and the delivery of centralized services in addition to on-the-ground service delivery.

The Executive Director will be accountable for the delivery and outcomes of these programs. Identifying key challenges and opportunities, using proven risk management and change management methods, you will develop innovative and strategic technical and operational approaches to enable the achievement of the strategic vision and long-term goals. Accountable for over 50 staff and budget of $8.2M, the Executive Director, ensures the strategic use of human, fiscal, and financial resources to provide the most effective and efficient delivery of services.

You will identify and manage risks, establish and monitor measures/indicators, and oversee reporting frequency and program evaluation for new and existing programs. Collaboration, partnership and ongoing strategic engagement are central to the role. You will work closely with the EDM team, Primary Health Care organizations (PHCs), Provincial Health Agencies (PHAs), other healthcare agencies, and government ministries to support coordinated emergency preparedness, response, and recovery across Alberta’s healthcare system.
