Alberta Infrastructure is responsible for delivering about one quarter of the Alberta government’s Capital Plan, which addresses the provincial infrastructure needs of Alberta’s population that support key social programs and services and economic development.
The Ministry designs, builds, manages, and maintains government-owned and operated facilities, and collaborates with other ministries to ensure that school and hospital infrastructure meet the needs of Alberta’s population. Infrastructure also provides accommodation services and manages a large portfolio of owned and leased facilities while maintaining fiscal accountability and optimizing value for Albertans.

Reporting to the Director, Health Facilities Branch, the Senior Project Manager has the overall responsibility and accountability for the delivery of safe, functional, high quality cost effective, sustainable facilities that meet the program ministries and Alberta Infrastructure technical requirements. This position is the go-to person for all issues/challenges related to the large projects they manage. The projects range in size from $5 million to over $500 million.
The projects that are managed by this position are unique and may include acute care facilities, ambulatory care facilities, urgent care centres or other similar health facilities across the southern half of the Province of Alberta.
The Senior Project Manager works closely with Infrastructure Project Managers and Project Co-ordinators as well as with representatives from health sector ministries and health service providers (from end users to senior executive) throughout all aspects of a project, from inception to the end of warranty period. The Senior Project Manager is responsible for design, procurement, construction, commissioning, and warranty management of approved health facility projects and ensuring they align with Infrastructure requirements.
The Senior Project Manager works closely with the project team throughout all aspects of a project, from inception to the end of the warranty, including the planning and prioritization of all projects. As the Project Team Lead, the Senior Project Manager works closely with stakeholders to develop the project requirements with clients; co-ordinates the activities of in-house team members, private-sector consultant, and contractors to ensure the project scope, time, cost, and quality objectives are met.
The Senior Project Manager ensures all phases of the project activities comply with Government and Ministry legislation, policies and guidelines, and standards and procedures. This position requires a combination of strong technical knowledge in building design and construction, associated regulation, and contracting processes, as well as effective leadership and communication skills.
The primary responsibilities for the Senior Project Manager include, but are not limited to, leading and managing capital projects by ensuring:
Project scope is well defined, accurately reflecting the program ministries requirements and infrastructure that will be required to support these requirements. The Alberta and National Building Codes, as well as Infrastructure / CSA standards are utilized as key resources for scope documentation.
Roles and responsibilities are well understood by all staff and stakeholders. Team members understand their roles and responsibilities and an appropriate communications plan is implemented to keep all stakeholders informed of the project process including an understanding of all project objectives.
Contracted professionals, such as specialty consultants, cost consultants, functional programmers, urban planning specialists, architects and engineers are procured in accordance with the standards and guidelines established by the consultant selection process.
The project planning and design process is well managed so that client ministry is satisfied that their needs have been documented appropriately, and the Senior Project Manager is satisfied that the drawings are complete, accurate, and the project meets the budget parameters.
