Position Summary

Reports directly to the Director of Finance and Administrative Services or designee and actively supports and upholds the City’s stated missions and values. The position incumbents are responsible for performing a wide variety of tasks. Duties range from routine to the most complex of accounting and responsibilities requiring incumbents to take initiative, make judgment calls, and make decisions for the projects/processes for which they are assigned.

ADMINISTRATIVE

DUTIES
  • Supervisory:
    This job consists of lead responsibilities (coordinating and monitoring the work of others), may supervise staff as assigned.
  • Budgetary:
    This job has partial responsibility for budgeting including reviewing, reconciling, and adjusting division budgets. Incumbents are responsible for having an in-depth knowledge of operational and capital budget plans for better forecasting.
  • Time Management:
    Carries out day-to-day activities to reach the stated goals and objectives.
  • Policies/Procedures:
    This job has responsibility for providing input and assisting with implementation of policies and procedures.
  • Compliance:
    This job has responsibility for ensuring compliance requirements are met for financial reporting and are presented in accordance with established accounting standards set by GAAP, GAAS, GAGAS and GASB.
  • Grants:
    This job has responsibility for preparing reimbursement requests for federal, state, and intergovernmental agreements; and tracking and analysis.
EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY):
  • Works with internal divisions to assist with financial questions, analysis of data, and providing division specific input.
  • Analyzes the completeness and accuracy of accounting reports and transactions.
  • Prepares complex work papers and assists external auditors on the annual financial audit.
  • Prepares adjusting journals; performs month end and year end close of books.
  • Comply with financial reporting requirements as they relate to federal, state, and local grant requirements.
  • Provides excellent customer service to both internal and external customers.
  • Performs related duties, as assigned including any duties of the lower accountant series positions.
  • Reviews of general ledger accounts to ensure proper reporting of financial information in accordance with established accounting practices and rules.
  • Complete and analyze complex bank reconciliations, 5 Year Plans, Annual Comprehensive Financial Report (ACFR) assignments and general work assignments without direct supervision.
  • Administration of debt service for Community Facilities District, Redevelopment Agency, Financing Authority, Utility Authority, and City.
  • Participate in the preparation of financial statements; prepare a variety of financial reports and statements to illustrate financial disbursements and balances.
  • Adhere, implement and maintain established accounting standards and City deadlines on complex projects.
  • Provide support in complex financial data interpretation with external customers (i.e., external auditors and consultants).
  • Work in a team-based environment requiring problem solving skills, creative solutions to financial situations and negating barriers while achieving project goals and providing the highest level of customer service.
MINIMUM QUALIFICATIONS
  • Bachelor’s degree in Accounting or closely related field.
  • Three to five years of professional accounting experience.
  • Two years of governmental accounting and/or budgeting.
  • Experience in complex financial reporting and analysis
  • Or any combination of education, experience, and training equivalent to the above minimum requirements
  • Required to pass a pre-placement drug screen, physical and background investigation.

    Skills:

    Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals.

  • Mathematical

    Skills:
